+This packet is preparation for the open task. No contact has been made and no person has signed for a result.
+
+## Decision and evidence
+
+Recipient scope: One archive curator, selected by the human signer.
+
+The decision concerns whether a privately held, independently checked case list should be sent, and the exact approved message.
+
+Evidence to assemble: Private case list outside git; blinded false-positive review; archive-specific public reporting policy; aggregate counts only.
+
+## Proposed text for human review
+
+We have questions about access status for datasets cited by published papers. Could you advise on the appropriate private route for checking these cases? We understand that identifiers may contain typos, papers may be withdrawn, and access restrictions may have a valid explanation. No per-paper list is included in this initial draft.
+
+## Send and readback procedure
+
+1. A person verifies the recipient and reviews the exact text and any attachment.
+2. The person records approval or a decision not to send in the accompanying record.
+3. Only that person sends. The record stores the date and a private or public reply reference as appropriate.
+4. Any agreed change to file format, credit, methods or research scope is implemented in a separate reviewed change.
+
+No identity, agreement, consent or reply is inferred from silence. The open issue remains unresolved until its stated human confirmation exists.
