…kflows Configs stay in the repo (.ci-scope.json and the gate configs); the checks are executed by ForkHorizon/ci-gates run-checks.py through one job, CI Scope / Checks. unity-quality-gate.yml, validate.yml (required by branch protection) and approve-external-pr.yml stay.
