This is PR 2/3 to enable IAM auth support in Lacuna

What is in this PR

Moved authenticator in a separate module
Implemented iam signing logic
Added preflight test so that lacuna will fail on launch if auth is misconfigured instead of waiting on first request to fail
Service name is derived from provider compatibility flags
