The accepted seed-data copy has a complete physical receipt but no in-packet inventory file. The settings helper now reads an explicitly pinned external inventory projection, preserving the immutable accepted packet. External mode requires a mode0500 packet root, stable file identity and digest/root joins; it checks every packet file, including any unlisted inventory filename. Legacy inventory lookup and mode0700 root behavior remain unchanged.
Validation: all 143 portable source controls passed, including 39 settings controls. A read-only check joined the actual 17,756 files and 2,111,386,119 bytes to the newly attributed projection and verified every original data hash and physical pin. No native engine, CLR, policy placement or consumed-root write occurred. The owning plan records the accepted copy scope and remaining checksum/configuration/VFS/AI admission; useful play remains 0/6.
