fix: qualify selected BAR log budgets and official package custody

Summary

Integrate retained user-selected BAR10MiB raw infolog budget patch6771fe9c on protected6bbe, preserving16MiB encoded input and160x64KiB exact reads. External original dirty worktree/export/handoff are retained unchanged; root is explicitly selected successor integrator under affirmative handoff/programme authority.

Head 0e8a7b158813e5264470e3ef0e2e6c0b8d3c4622; tree 735e073e22f40371d99f72e6bcc83ac364aebfbe.14 paths: original8 budgetfiles, two existing missing-boundary test surfaces, and minimum2project/2lock official-package custody correction after actual NU1403.

Actual verification

• Compiled actual codec/policy10MiB/+1,16MiB/+1, invalidUTF8 and65,536/+1records pass.
• Canonical source gate EXIT0: official locked SDK10.0.401/Core10.1.401, Quint0.32,27modelscenarios,500sample invariant,14ITF joins, fresh7scenario helper transcript, compiled full ordered state/effect correspondence,3 negative transcript mutation refusals;0warnings/errors.
• Genuine NU1403 corrected only to independent actual official NuGet package hash; implicit SDK folder disabled in two owning projects. Fresh official locked restore passes, dependency/version identities unchanged.
• Actual fork-origin PDB refusal retained; canonical private clone of exact candidate rebuilt source custody and passes unchanged closure gate. No guard weakening.

Scope and remaining qualification

65,536records/32probes/3evaluations/5s retained. Canonical model/reducer/ITF source unchanged; byte/read capacities are concrete stateless guards. RP2 raw-tail/full-prefix semantics remain a separate follow-up. No native/game/browser/service/container effects, remote operations or installed495/2639 packet changes. Source readiness does not establish public protected artifact custody, private placement, Count1 or useful-play acceptance. Root owns admission/integration and all later native actions.
