Observed: run 40125856460 (V2 ordinary post-merge settlement) refused with SettlementJournalConflict after #113 merged as e7f691ed. #114's settlement (8ad240c1), about 3 minutes earlier, succeeded. The run was not retried. Reported by the publication-lock follow-up owner, FS-GG/.github#4753 (comment 6389992997).

Next action: the settlement owner reconciles the journal state for both merges and determines whether two merges close together race the settlement journal. Do not rerun blindly.
