Catalog creation and dry-run now require stable SDD CLI 2.5.3 or newer, then recheck the exact admitted version immediately before scaffold. Unsupported versions and a producer that changes after admission refuse before target mutation. Legacy typed knowledge keeps its 2.1.0 floor; help and provider listing remain independent of the catalog runtime.
Prepare Wizard 0.23.0 source and extend the existing normal-source qualification binding/caller to 023. Retained 020/021/022 publication readers and effect identities remain unchanged. Catalog schema, Template selection, registry defaults and public adoption remain unchanged.
Validation: independent source review APPROVE at exact a015de9 (tree a64e28f9ab0dd2660b203bca777a5fa1d5aece3b); clean build with zero warnings/errors; compiled catalog controls82/82, successor controls228/228 and knowledge/manifest controls pass. Coverage includes old/prerelease refusal, exact-version drift, untouched absent/owner targets, positive2.5.3, legacy knowledge, help/listing and nine workflow mutation controls. First harness failures remain preserved.
Pipeline preflight reuses the existing static producer/consumer validator and its mutation corpus. This is the same linear build/materialize/pack source chain; no new runtime profile, job interaction or custom model is introduced. No local publishable archive was packed and no actual catalog scaffold, browser or VM ran.
Refs #3010. Actual public SDD2.5.3 and Workspace.Template0.20.1 identities/readbacks, eligible contained glibc2.44 qualification, both-feed Wizard publication and genuine installed consumer acceptance remain separate gates. This source PR does not close that delivery or activate suppliers.
