…Refs #4709) FS.GG.Governance.ReferenceGateSet 1.8.0 (Governance#464/PR#466, merge 432de033) was published by Governance publish run 39757858397 (tag v1.13.0) and is newest on both the org feed and nuget.org (raw b3d43d10...), so check-feed-coherence reported the registry as behind and main's `feed` check was red. 1.8.0 only adds a read-only neutral capability catalog (contentFiles/any/any/neutral-capabilities.json) and its FsggNeutralCapabilityCatalog MSBuild property; the four packed .fsgg gate files are byte-identical to 1.7.0 and controlled-imports.fsx changes only formatting. Updates the row and its version note, the architecture/components/consumer rows and the CHANGELOG, and regenerates projections, the driver skill manifest and the skills.yml digest.
