fdev: captures reusable knowledge from the Home UTEL 3d/3e work (#4516, #4705, #4707) in Atlas.

New records (all append-only; no baseline record changed):

  • github/utel-producer-association-identity (lesson): batch IDs are <invocation>-%06d<sequence>; 002ca0e2c0af4d2f9bebcaf30536a40a was one terminal UTEL-H3 run (3 applied receipts), so no genuine ordinal 4 exists. The canonical persistent association for utel-home-20261003 is codex-passive-home-01 / native-usage / home-passive-programme-v1. The "ordinal 4 overflow / last-claim" hold belongs to process-supervision process_resume (Coordination#1026), not telemetry. Source: [cross-repo] V3-ENV-01: name the host provisioner and independent cleanup owner #4516 (comment)
  • github/home-utel-receiver-host-0-8-state (boundary): dated live state (Host 0.8.0 on schema-14 store14-v1, rollback window to 2026-10-23 14:10Z, credential enrolled ~15:05Z) and mechanics (credentials load at serve start, enroll-producer needs a declared entry and the service lock, health accepts any non-revoked credential, first POST is 202 durably-received). Marked as operational facts to refresh before action. Sources: Qualify the first installed facts-and-coverage provider-to-browser journey #4707 comment 6342802444; [cross-repo] V3-ENV-01: name the host provisioner and independent cleanup owner #4516 comments 6342801775, 6343204826, 6343331328, 6344035100.
  • environment/fdev-pasta-host-name-resolution (lesson): fdev is a rootless Podman container using pasta; fsgg-store.lan loops back, the host is at 169.254.1.2; per-process hosts override via unshare/bind mount/setpriv. Sources: [cross-repo] V3-ENV-01: name the host provisioner and independent cleanup owner #4516 comments 6343424577, 6343768096.
  • github/admitted-privileged-script-lessons (lesson): exact-bytes review, dry run, then execute; fail-closed rollbacks attributed by cause; secret-copy removal gates. The watcher last-seen practice was dropped from this PR because no cited evidence states it.

Notes: records cite repository source at 641072f (Atlas citations are file/sha256 only); issue URLs are in the summaries. No secrets or private paths. Revised after independent review (head changed): two 3d rollbacks, attributed by cause (admission 3 over-strict WAL gate, admission 4 operator probe defects), not three.

Checks run locally: python3 tests/atlas/check.py --baseline <origin/main sha>, scripts/skill-view-parity.sh, scripts/generate-driver-manifest --check (after --write; kit manifest unchanged), tests/skill-quality/run.sh. Seed mirrors in .agents and .claude are byte-identical.

… knowledge in Atlas

Adds four records: batch-ID prefixes name one finished run rather than a
persistent association; Home receiver Host 0.8.0 on store14-v1 (dated live
state and mechanics); fdev rootless Podman/pasta name resolution and the
per-process hosts override; admitted privileged-script lessons. Revised after
independent review: login is not authenticated by config credentials, the two
3d rollbacks are attributed by cause, the first-POST result is a planned
expectation, and the unevidenced watcher practice is dropped. Seed mirrors in
both skill roots and the driver manifest are regenerated.
