Name the Claude Code route in the shared work-board model contract - #4800

The canonical work-board lifecycle contract named only Codex models for major planning and implementation, so a Claude Code host running work-board without a normal/best wrapper had no supported route and the contract's own rule required refusing dispatch. Add the Claude Code routes matching the existing wrappers and fsgg-* agent definitions (opus high for planning, sonnet high for implementation), satisfying .fsgg/agents.yml requireEquivalentClaudeAndCodexBehavior.
