Enroll the COMPLETE provider qualification (#4798) and guarded forward Execution pair route (FS-GG/FS.GG.Coordination#1043) in the protected Project3 cohort. Both native parent links and four absent planning fields were independently verified; the canonical constructor preserves all67 prior entries and caller/import identities while appending these two Deliveries.
Validation: installed111 typed write/readback preserved all69 memberships,17 fields and8 views. Canonical append-one67→68→69 construction, original prefix equality and private/public commitment correlation passed. Private intermediate68 is retained as construction provenance only. Actual protected69 caller reconciliation follows this merge before implementation dispatch.
