Append LEARN Delivery #4738 to the protected Coordination population, preserving all44 existing identities and owning-plan references. The two-file carrier contains the exact canonical public commitment and a scoped enrollment receipt; private binding, payload and nonce remain outside source.
The constructor ran once and independent review verified the salted commitment, fresh nonce, sole4738 append and unchanged caller fields. After protected delivery, root must authenticate the actual public blob, amend only the private runtime populationRevision and qualify all45 items with the genuine installed109 caller before implementation. Full #4738 and parent #4647 acceptance remain open.
Validation: independent source/pair review PASS; four absent-only native metadata effects independently verified with17 fields/eight views/all45 visible memberships preserved; closed manifest and exact-output SHA checks, local receipt link and diff checks PASS. Required exact-head CI remains pending.
