Enroll existing process-feedback Delivery #4733 in the protected Coordination population, preserving all 43 prior rows and caller fields.
The canonical offline constructor produced the append-one successor once. This carrier contains only its closed public commitment and the enrollment design. Full process-feedback acceptance, protected-source anchoring, genuine installed44 qualification and later implementation selection remain separate.
Validation: canonical commitment and complete prior-binding preservation, authenticated native metadata, source links and diff checks. Independent exact-source review and exact-head required CI remain delivery gates.
