Board clearing previously had conflicting entrypoints: legacy p-add filing and mandatory analyst/claim chains could bypass the continuous V2 coordinator. This change gives work-board one intake/clearing/recovery loop and pnext-item one Delivery through its full selected acceptance, with explicit quiescence, same-owner repair, useful parallelism and durable recovery. It consolidates runtime bindings, metadata, guards and actual driver/kit/Creator reference closure, and removes six unreachable organization projection renderers.
The owning design maps all15large Outcomes without dropping their original promises. Complete-cohort inspection now batches phase-local native acquisition while retaining fresh final barriers and existing budgets. A40member fixture compares the preserved original path against batching:731to137actualrequests with identical semantic facts and selection decisions.
Validation:135focused reader tests; maintained skill preflight;18causal caller/endpoint controls; filing/routing/agent checks and four actual staging/compatibility tests;59generator controls; Atlas archive/history and immutable citation validation; independent fresh instruction-consumer exercise. Independent exact-candidate source review and final requiredCI are pending at PR creation.

Advances #4701; publication, actual installed discovery/qualification, expanded protected enrollment, native decomposition and continuous-use acceptance remain separate parent requirements.
