Visible cards without Status were omitted from a work-board clearing pass because they were outside protected enrollment. Require intake triage over unfiltered All items, with an accountable owner and reconsideration event for unfinished work. Metadata repair remains separate from enrollment and scheduling.

The live correction triaged the three existing cards: two accepted source deliveries are Done; SDD935 is Blocked on accepted provider-contract evidence with Programme/root owning intake. Actual admitted108 initialization and separate readback preserve all unrelated planning,17fields/eightviews/25memberships; no enrollment, membership, Observation, views or implementation dispatch changed.

Record the original omission, finite owner/watcher/restart evidence and inconclusive economic disposition in the existing owning plan. Capture the triage lesson, explicit restart-boundary supersession and previously missing4681 source boundary in Atlas.

Validation: registry preparation; Atlas317records/519locally verified immutable citations; independent exact-source review; required final-head CI. No compiled code or native-effect machinery change. Source guidance does not imply installed fleet adoption.

Refs #4641, #4677, #4681; preserves completed #4682 scope and parent4647 production obligations.
