The CI association route now has a retained genuine positive target-event case: run37997746345/attempt1 provides one complete native PR/head/base/repository relation. The existing wired reader tests exercise discovery and legacy collection, including wrong-base refusal. The application test selects the retained exact-head profile and carries the native literal job/step through projection and disposable-store replay.
The combined fetch/policy step stays mixed (3seconds); runner time is5seconds. Missing profile facts remain deferred and replay adds no duplicate steps. Earlier empty-array, conflict, attempt and profile controls remain unchanged. The owning ledger records source delivery and the limited retained-evidence qualification; whole-head inventory, native automatic-delivery ingestion, publication and installed receiver adoption remain pending. UTEL stays open.
Validation:24 reader and37 application tests passed; three admitted paths only; production code and workflows unchanged. First compile failure is retained. Parent admits exact-head native qualification and delivery.
