This adds schema 14 canonical efficiency records, authenticated assessment queue transitions and metric selection, plus the Host-owned Responses count/create/capture path and independent source verification. Unknown usage stays nullable; source delivery does not imply native item completion, and generic ingestion cannot start assessment work.
The source prepares coherent set 0.99.0 and Telemetry Host 0.5.0 with the 18-file workspace payload, explicit string types on the existing assessment schema, and current-only schema 14 status/backup/restore handling. It includes the Client package closure, bounded static metadata evidence and the exact canonical custody source from Coordination #950. The Dashboard reader accepts the closed schema 14 Responses snapshot, bounds its private relation, and preserves unknown aggregate counters as null. Delivered nullable dashboard rendering, Workspace Template 0.18.1 and the published SDD/Contracts registry updates are preserved. Package publication, migration, fresh authenticated enrollment and the provider pilot remain separate operations; historical schema 13 receipts are not backfilled with authority or usage.
