Coord.Core: migrate Lanes.partition's union-find onto FS.GG.Algorithms Graph.UnionFind #5233

Parent Outcome: #5222 (ALGO-01). Filed as a follow-up of #5224 (ALGO-01.2), which narrows this item out of its acceptance and into this issue.

src/FS.GG.Coord.Core/Lanes.fs partition (recursive find, lowest-index root) uses FS.GG.Algorithms.Graph.UnionFind (smallest-member representative, iterative), keeping its own lanability rules and conflict predicate; lane identities are unchanged; existing Lanes tests pass.
