Parent Outcome: #5222 (ALGO-01). Filed as a follow-up of #5224 (ALGO-01.2), which narrows this item out of its acceptance and into this issue.

Done when
src/FS.GG.Coord.Core/Blockers.fs cycles (recursive strongconnect) delegates the SCC computation to FS.GG.Algorithms.Graph.Scc.cycles (iterative), keeping its own dedup, resolution and sort rules; registry/dependencies.yml gains the algorithms consumer edge (ADR-0098 §7 step 4: once a framework repository references the library); existing Blockers tests pass.
