Two halves of the growth loop:

• Framework: framework skills (pnext-item and work-board closure) require Deliveries that implement or tune an algorithm to add or update a knowledge-pack entry, or record why not.
• Product workspaces: the skill documents how to propose an entry upstream (an issue or PR template on the producer), with a validation script workspaces can run locally.

The loop is proven once: one entry is contributed through the route and lands in the next skill release.
