The #5119 owner, in the same reader change that raises the cap to 500.

The installed board-v2 inspect completes a full programme population read at the lifted row cap, with its refresh request and deadline ceilings derived from the row count (and the 500 target), and controls at the cap boundary.
Current deliverable
None. Filed only. On 2026-10-31 installed 0.114.0 board-v2 inspect on the 207-row cohort90 binding (#4941) exited 3 after 2502 reads:
- membershipGap "bounded refresh deadline/request ceiling reached; coverage Unknown";
- populationGap "final-enrollment-currentness-unavailable-or-changed";
- all 207 items had a final-barrier gap and verified 0.
Main and the manifest were unchanged. The 93-row qualification completed with 1741 reads. Root accepted the 207-row qualification as Unknown for that cohort only. Related: #5120, #5113.
Next action
The #5119 owner schedules it with the cap raise.

board-v2 inspecton the 207-row binding completes in 116.7 s with no membership gap and 0 mutations (issuecomment on #4941: 6553876222).
