Description

@EHotwagner

Owner

Programme/root retains whole Outcome accountability, source integration, exact CI/merge and first real consumer adoption. The existing process_evidence_tools owner implemented the directly user-requested optional evidence/observation slice and repaired independent findings; Root retains its delivery through adoption. Existing4753/Wizard/resource-contract owners and acceptance remain separate.

Done when

Selected ordinary coordination uses deterministic F# for mechanical observation, fact reconciliation, compact change projection, approved planning transitions and closed preflight/admission construction, with the model retained for semantic investigation, independent review, priorities and genuinely ambiguous decisions. Deliver and qualify the three designs below through source, unchanged required CI, applicable coherent publication, physical installed caller/instruction adoption and one bounded necessary real operation/restart/rollback route. Demonstrate no model wakeup for unchanged polling, no lost obligations/reservations, correct partial/Unknown/unsupported states and preserved original effects. Measure covered parent+worker+reviewer responses, cached/uncached input, output, context exposure, compactions and delivery outcomes through existing telemetry; report missing attribution and inconclusive economics explicitly. Functional adoption may be accepted without an invented savings percentage; claimed savings require a comparable whole-family population and unchanged quality. Complete source, publication, installed use and full acceptance remain distinct. Closed #4641 keeps its accepted pilot scope; this follow-on does not reopen it or waive other Outcomes.

Current deliverable

User-directed optional process/evidence slice ACCEPTED2026-10-26: SAME PR4900 protected7b147f35/treebbbc82a4, one canonical apply, all27changed protected bytes/tested tree match. Exact required checks/eligibility/coherence passed;435Atlas records preserve432baseline. Actual Home source-byte baseline124→128 used10current reads+118historical proofs; actual two-channel snapshot succeeded and original watch detected real Root publication comment6419461549, returned change/exit0 and retired. This is actual byte/channel-tool adoption only, not a Home reply, installed fleet or native/product acceptance. Whole4730 remains unfulfilled on4753 prerequisites.

Next action

Root reconciles whole4730 back to Blocked after this distinct scoped acceptance. Retired4753 investigation reopens only for the genuine Wizard candidate/publication/consumer and Root maintained aggregate-resource/conflict-enforcement decision. Continue the primary4778 retirement/runtime and actual facility work; the now-delivered optional helper remains reusable without becoming a new admission gate. One successor observation belongs to the existing Home15:10 source checkpoint, independent of this completed tooling slice.

Blocked on

No unfinished work remains in the directly user-assigned optional tooling slice. Whole4730 still requires the named4753 reopening inputs: a genuine next Wizard publication/candidate/consumer and Root aggregate-resource/conflict-enforcement decision. Source/helper adoption does not fulfill those remaining whole-Outcome assertions, manufacture native receiver/product evidence or reopen the retired investigation. Preserve prior acceptance, original failures and historical Unknowns.

Acceptance evidence

Scoped byte/channel-tool first adoption accepted2026-10-26: actual baseline124files verified, candidate10payload reads/153777B with118historical proofs reused; preparation134reads separately disclosed. Actual fixed-window Home4516/4517 snapshot had a pinned successful cursor; bounded watch returned change for real publication6419461549 and actualexit0, then retired. No Home-response or process/cleanup-settlement inference follows. Protected/source acceptance remains #4900 ; native27file/tree/soleparent/testedcheckout joins passed. Token savings remain unmeasured.

SOURCE accepted2026-10-26 at #4900 protected7b147f35/treebbbc82a4: exact-head required checks, routine eligibility and explicit coherence passed; native27file protected-byte/tree/sole-parent readback matches reviewed93c13458 and tested synthetic checkout. Repaired selector69/69 and actual dedicated policy24controls passed; original selector67/68 failure, old-marker eligibility failure and missing-PyYAML preparation failure remain separate. First actual byte verification and successful issue snapshot observed; full bounded issue-watch result still pending. Atlas active coordination/evidence-baseline-and-bounded-attention@9af18d8cfee466bc061271d82254d7ea638b59b8d5a3901c6610d5baed85c38b retains earlier history. Token savings remain unmeasured.

Exact source/Since/Atlas independent reviews approved; source heads2bfd4dee →816c7298 →744274ce. Existing v1+24controls passed in admitted isolated share; Atlas18controls/baselinehistory/mirrors/758available immutable citations passed. Atlas active coordination/evidence-baseline-and-bounded-attention@bad8f17b1d399ea125c524895571601c90b6c93418c248bd4ebcc7886bae9878 explicitly supersedes retained7efb. Native PR4900 head/base and one managed admission creation independently read back. Source only; actual first use/protected delivery not yet claimed.

User explicitly requested these workflow/tooling changes and continuation2026-10-26. Implementation2bfd4dee independently reviewed exact14file fingerprintb41fcb83; prior12file candidate held for cancellation/cursor/type-preservation findings, preserved privately. One changed-candidate v1+20control run passed in1CPU/256MiB/CPU10/wall30. Source only; native and installed fleet acceptance are not implied.

Current terminal-child boundary: root accepted full4743 and authorized one native completed closure; independent readback observes CLOSED/COMPLETED at2026-10-21T03:48:04Z with unchanged accepted body4d6e89e9. The complete fresh direct-child census contains only4731(completed),4743(completed at that later closure) and4753(open, explicitly blocked on its two root-owned reopening prerequisites). This establishes no whole-Outcome acceptance. All source/publication/installed/functional-overlap scopes, original effects/failures, owner/history, inconclusive economics and439inherited plus46later Unknown reservations remain unchanged.

Historical prior current Next action and Blocked on (preserved verbatim):

## Next action

Programme/root is actively integrating the whole Outcome and continuing ordinary intake. Child4743 is carrying normal postpublication metadata/Atlas PR #4770 with the same reviewed owner and unchanged full acceptance. Its accepted source/publication/physical installation/absolute111 caller/instruction/functional-overlap boundaries remain separate; economics stays inconclusive. Root sequences this source merge after the separate cohort57 carrier, preserving current-head CI and full remaining Outcome promises. No parent closure, new release or native effect is selected.

## Blocked on

Current acceptance work is normal source delivery and its determining CI/integration gates, not a publication or installation blocker. Accepted coherent111 publication, inactive exact installation, absolute111 full56 native qualification, selected physical instruction adoption and functional operation-level overlap retain their scopes. Economics is inconclusive, which unchanged Done when permits. All original failures/checkpoints, global selector-writer Unknown,439inherited plus46later Unknown reservations and other owners remain preserved; no closure or inherited release is implied.

The prior current-boundary text below remains historical evidence. Current activity is now the reviewed postpublication maintenance PR, not another release or runtime.

Historical Current deliverable

None

Historical Next action

Programme/root is actively integrating child 4743 acceptance and continuing ordinary intake. Coherent111 publication, inactive exact installation, absolute installed111 full56 read and selected physical instruction adoption are accepted at their stated scopes. Root has accepted the retained functional two-operation overlap; economics remains inconclusive without synthetic work or repeated qualification. Preserve all other child owners and the whole Outcome promise; child4753 remains Blocked. Select normal published-projection/Atlas source follow-through only through the existing owner and normal route. No new PR, closure, selector effect or publication replay is granted here.

Historical Blocked on

Economics remains explicitly inconclusive: the operation records provide useful accepted outputs, declared demand and elapsed overhead but no measured comparable serial baseline or combined resident-process peak. Original recovery requirements, inherited 439 plus 46 Unknown reservations, watcher custody and the global selector-writer Unknown remain scoped and unreleased. Ordinary published projection/Atlas follow-through still needs its normal source selection and delivery. These limits do not revoke accepted publication, inactive physical installation, absolute111 native full56 read or the selected operator instruction qualification, and they do not block unrelated admitted work.

Accepted publication, installation, caller and instruction boundary; retained actual overlap and economics limits.

The accepted boundary now includes protected source and complete coherent111 publication (original run39529077063/a1, canonical generation33/all16effects, independently matched both-feed receipts/seven assets/public package payloads), exact inactive public111 physical/version installation with82files, the absolute111 complete56selected/56visible/zeroextra/zero-write native read (report5e6a7af7; native qualification94.401s), and selected operator instruction-byte/discovery qualification (44packaged work-board files plus4source-only coordination files; a1fb5919). These are separate scoped acceptances, not global fleet or selector adoption. The17fields/8views evidence remains the accepted recent independent snapshot, not a new111 field/view census.

Two independently useful local validation operation lifetimes overlapped83.587516seconds: physical instruction qualification93.397488seconds onCPU1/0.5GiB and native qualification94.401168seconds onCPU0/4GiB. Pair reserved demand was4.5GiB; the root whole-admission required10GiB headroom and observed19,783,208,960bytes, preserving other named demands and Unknowns. Both accepted results and scoped cleanup are retained. Root accepts this functional operation-level overlap including preparation/collection; it does not establish simultaneous resident children, active-CPU overlap or measured combined peaks. The instruction byte-comparison result was collected at67.341432seconds and the whole instruction operation retired at93.397488seconds; these phases are not all compute. The187.798656second sum is only an arithmetic serial-duration reference versus the104.211140second enclosing observed window; there is no comparable measured serial baseline and no speedup or economic improvement claim. The prior actual110full56read took103.006372seconds versus11194.401168seconds, descriptively only: caller/source/network/preparation differ, so this is not a comparable performance trial. Actual instruction verification used98read-onlyGitcalls; no per-childactive timing is available. Economics remains inconclusive under the unchanged Done when.

Owned process disposition: the first111 native read refused before transport because a0600 binding had an immediate0755 parent, contrary to BoardV2Application.privatePath. Root separately admitted only the caller-owned parent0700 correction; input bytes/identity stayed unchanged, original failure remained, and a fresh output/original clock led to accepted fullread02. Actual-input preflight must verify private parent permissions and no-reparse ancestry, not file mode alone. The former narrative Current deliverable also failed the canonical None-or-current-PR declaration contract; this boundary restores exact None, preserves all prior prose below as history and keeps current fields bounded. The coherent-source consumer/changelog/release-note omissions were repaired on the existing protected delivery with maintained causal controls and concise publishing guidance; normal published projection and the root-owned natural Atlas capture gap remain explicit follow-through, not a new release or reporting framework.

The prior current-boundary text below remains historical evidence, superseded only for current activity by this accepted-scope consolidation.

Historical Current deliverable

The whole Outcome remains open. Child 4743 now has root-accepted complete coherent 0.111.0 publication: the third ordinary invocation completed, current canonical generation 33 verifies all sixteen effects, both feeds and stable promotion, and root independently joined the seven assets and three signed public package payloads to the original candidate. All original failures, checkpoints and finite-probe history remain retained; no publisher is currently executing. Child 4753 remains Blocked with its previous investigation retired. Publication is one completed boundary, not whole Outcome acceptance.

Historical Next action

Programme/root remains accountable, with knowledge_fable_receiver sealing the accepted public 0.111.0 inputs for the separately selected inactive exact-version installer. Its bounded 220-second route retains KEEP110; actual installation must follow root admission and fresh profile, lock and byte guards. Installed 0.111.0 native full-cohort qualification, selector activation and physical instruction discovery/adoption remain separate boundaries. The publication-source horizon on bd60 is released, while the protected cohort56 anchor stays frozen for installed111 qualification. No new candidate, publisher, release, replay, Status change or closure is selected here. After the relevant accepted boundaries, the existing owner will carry normal published registry/projection maintenance and natural Atlas capture only when root selects that source action.

Historical Blocked on

Root and knowledge_fable_receiver are sealing actual public111 inputs for the separately selected inactive 220-second KEEP110 route. Inactive installation, installed111 native qualification, physical caller/instruction adoption, actual useful local overlap, usage, economics and recovery retain their full original scope. No installed availability, selector activation, new publication authority or completion of this Outcome is implied. All other child owners, reservations, Unknowns and original Done when clauses remain intact.

The prior boundary text below is retained as historical evidence. It is superseded for current activity by the root-accepted complete publication and the separately selected installed-input preparation recorded above.

Historical Current deliverable

The whole Outcome remains open. Child 4743 has matched its specific NuGet Kit visibility prerequisite and root has selected ordinary forward preparation from the retained generation-14 checkpoint. Six effects remain verified, Kit intent awaits settlement and nine effects are untouched. Child 4753 remains Blocked and its investigation is retired. No publisher is currently executing; the separate four-row Status reopening and actual forward invocation have not been performed by this body-only preparation. Complete publication, installed adoption and all full Outcome promises remain unaccepted.

Historical Next action

Programme/root first verifies its separately selected four-row Status reopening; this body-only preparation writes no Status and dispatches no publisher. After root reports that acceptance, the same existing owner may prepare the separately selected 3900-second ordinary invocation with fresh canonical generation 14, logical head ef6a8555156125a811a62ab419569290247f5067, state SHA256 b9302f1076ea6a347fb16751665cdd7a5ae4eff020bb9ec7370badf376262d86, and tag/draft/candidate/feed/principal/source/profile/no-active-publisher checks. Use the existing 400-entry canonical history reader and exact sixteen typed inputs. The maintained intent branch may only observe and settle matched Kit, without another Kit send, then the nine untouched effects. Root alone selects the actual publisher POST after Status acceptance. Preserve source bd60, original candidate 39522441055, artifact 12312227013, raw archive SHA256 58f0bc8ac9d961917e81791893b742383b751313baad1f1a4be430667e02a5a7 and canonical coord111-resource-aware-20261021-01. No tag/draft repeat, repack, new candidate, new journal, used-journal preflight or historical selector is admitted. Main bd60 remains held through the selected next actual terminal and retention.

Historical Blocked on

The former Kit read-surface prerequisite is matched by the single genuine 01:35 UTC observation. The next boundaries are root-accepted Status reopening and fresh exact source/journal/candidate/draft/feed/capacity checks before the separately selected ordinary publisher. No resend or new probe window follows automatically from this observation. All undecomposed publication, physical instruction/caller adoption, useful local overlap, usage and economics promises retain their original scope; all other child owners and reservations/Unknowns are preserved.

The prior boundary text below is retained as historical evidence. It is superseded for current activity by the matched Kit visibility and root-selected ordinary forward preparation recorded above.

Historical Current deliverable

The whole Outcome is Blocked at the current operational boundary, not complete. There is no currently executing child. Child4743 has a retired partial coherent111 publication checkpoint with six verified effects, retained NuGet Kit intent and nine untouched effects; child4753 is already Blocked and its investigation is retired. Source/candidate work is accepted only at its declared scope. No complete coherent111 publication, installed111 adoption, or whole-Outcome acceptance is claimed.

Historical Next action

Programme/root selects the next ONE read-only visibility observation at 2026-10-21 01:35 UTC, under the same accountable owner and existing intake_process_fix custody. Read the NuGet Kit publication processing/read surface and classify the retained intent matched, pending or conflicting against the original bytes. No Kit resend, publisher invocation, new candidate, repack, new journal, or renewed visibility-probe window is selected now. Root has decided4743 then4730 should be Blocked because no child is currently executing; separate guarded Status reconciliation remains root-owned. Mainbd60 is temporarily held; root decides its next determining horizon after this boundary. Any later ordinary settle-only continuation requires separately selected scope and fresh genuine preimages.

Historical Blocked on

The unresolved supplier prerequisite is NuGet accepted-send processing/read visibility for the retained Kit intent. Original135-probe exhaustion and the publisher/observer retirement are preserved; the public index and exact archive read still did not expose0.111.0. No resend or new publisher is selected. Full Outcome Done when/history, all other child ownership/reservations/Unknowns, installed/adoption/usage and economics promises remain unchanged. Root owns the guarded4743 then4730 Blocked Status writes after this body-only window; this operation sends no Status writes.

The prior boundary text below is retained as historical evidence. It is superseded for current activity by the retired publisher checkpoint and pending NuGet visibility boundary recorded above.

Historical Current deliverable

The whole Outcome continues through active child4743, whose protected coherent111 source and genuine original candidate have passed. Root now owns the bounded normal publish=false preflight. Child4753 is Blocked and its investigation is retired; it is not the current active investigation. Its protected source slices and full remaining promises remain accepted/open at their own scope. No whole-Outcome completion or reservation release is implied.

Historical Next action

Programme/root selects one ordinary publish=false preflight on the existing release-successor-publish workflow, exact protected sourcebd60a97a and original candidate coordinates above. The complete sixteen typed inputs keep all historical selectors false and expected checkpoint empty. This bounded operation admits only the existing hosted App writer-token and NuGet OIDC exchange and read-only preflight; it authorizes no journal allocation, tag, release, package-feed write, promotion, publish=true, or installed adoption. Main remains reserved through preflight and separately selected first publication. Retain the original result, any failure and cleanup; no uncertain retry. Prospective coord111-resource-aware-20261021-01 remains unallocated until a separately admitted publication.

Historical Blocked on

All undecomposed Outcome promises remain open across publication, physical installed/runtime adoption, useful local overlap, usage and economics. Child4753 is Blocked; its retired source investigation is retained history. Child4743 and parent4730 remain In progress for this admitted preflight, without changing any original Done when or other child ownership.

Prior boundary text is retained below as historical evidence, superseded for current scheduling by this 0.111.0 publish=false preflight boundary.

Historical Current deliverable

The whole Outcome continues through the now-dispatched active600-second source/read-only contract investigation in existing child4753 and its original owners; it is not complete or In review because one child source slice merged. Child4753 now has the protected first-slice source milestone described below. The old statement that no active child remained and the Creator main12480 merge hold are historical, not current scheduling facts. Creator4741 completed its declared publication/install scope and root released ONLY that publication/source-retention horizon; all unrelated ownership, reservations and Unknowns remain. No new claim is made here about historical PR4751 or full4743 acceptance.

The first bounded source slice is protected-delivered: PR #4757, reviewed source ee9ad92, current-base head b09da39 and normal squash merge cfd1990 at2026-10-20T21:02:00Z. The merged/protected tree00ac9937b3506cf85c6890f469ce3aaf66d072b2 exactly matches the tested synthetic merge. Both reviewed source blobs remained unchanged across BAR54 base integration. All eight required checks, current routine eligibility and compiled source workflow39495336554 passed. Local199 successor and15 shared execution controls passed; three causal controls were red against the original loop and green against the change. Original failed/pending watch observations and pre-marker refusals retain their scopes.

Confirmed verified reconciliation progress now continues immediately; waiting/unknown outcomes use bounded observation sleep clipped to the original deadline. The existing136-iteration/2700-second/Authority4200 limits, live-main/protection/revocation checks, journal CAS, ordered prefix readback and no-duplicate uncertain-write behavior remain. Six fixed nonsecret timing scalars are projected through the existing summary. This is source delivery only: no new ordinary publication, consumer adoption, narrowed reservation or measured economics result followed. Whole4753 remains open.

Historical prior Current deliverable (superseded only as current state; preserved verbatim):

Reviewed source milestone: SAME PR4751 at04afce926fd7b3226f5af9f96e1b31701a4b5e34 has all8 required checks PASS and57 checks terminal, with no actual failed check. User-progress default1500 and independent source review PASS are included. Normal protected merge remains HELD by Creator’s protected-main12480 horizon; source CI is not protected delivery, publication, installed adoption or full acceptance.

Ordinary-work evidence: Actual installed110 guarded LEARN4744 then4647 Status transitions completed and independently preserved52 memberships/17 fields/8 views (receipt SHAabc86e12bf8031c13d1513d07c815111cb172848766e59c3fb7d4a9e69059fe9). The canonical52 constructor ran once and verified its offline pair, retaining its private output; the139-byte public commitment artifact SHA is994720ab08493542e941c22f52a6ee9a6dca7f7fd5345144044fb41d4ddfbd81. This is not public carrier/protected52 enrollment or installed52 binding acceptance.

Actual operation-window comparison measured0.106060294 seconds overlap between those useful local operations (comparison SHA68786fa4b4a568ad747c3cf7bb77a0bf07f5eee3ab3d448da7fafef6a2cced74). Recorded direct children were reaped with EOF; declared combined memory reservation was8GiB on CPU0/CPU2. Constructor timestamps bracket the collector call; Status per-child start/end were not separately recorded, so simultaneous CLR residency is unproved. Only brief owned useful operation windows are proven; full4743 parallel qualification and economics are not complete. Simultaneous CLR process residency, combined measured peak, continuous population, speedup and comparative economics are NOT PROVED. Operation interval overlap alone is not full two-process qualification or completion of4743’s combined-demand/adoption/economic acceptance.

Historical immediate-prior Next action (retained verbatim):

Programme/root continues full Outcome after accepted scoped4731 closure. Delivery4743 shared-six continuation is now admitted and actively owned after actual installed110 source advice05 and adjacent native/current protected12480 verification; the two context mirrors retain authored/reviewed b571 scope. The SAME source owner is actively implementing the six mirrored canonical work-board SKILL.md, lifecycle-contract.md and delivery-reliability.md paths on the existing b571 branch after root accepted actual installed110 advisory05 (47 selected/52 visible/five explicit extras/zero writes) and adjacent native/protected12480 joins. Exact completed-source custody subsets only are transferred. Root integrates independent review, maintained generated closure and Atlas on the SAME future PR. Keep protected FS-GG/.github main12480 fixed through Creator candidate/artifact and source-sensitive preflight/publication; local source work continues. Full actual two useful LOCAL overlapping operations, combined profiles/timing/results/cleanup, publication/installed adoption and economic coverage remain.

Historical immediate-prior Blocked on (retained verbatim):

Whole Outcome remains unfinished for full4743 and all undecomposed context/mechanical-operation, source/CI/publication/installed/runtime/adoption/usage/economics promises. Shared-six source editing is active; reviewed/protected/generated delivery and all seven unchanged acceptance clauses remain open. Full two independently useful LOCAL overlapping operations with per-operation and combined profiles/results/cleanup, applicable publication/installed adoption and economic coverage are not established. Protected main12480 is reserved for Creator source-sensitive operations; no unrelated merge is authorized during that horizon. All other existing custody and Unknowns remain retained.

Owned process-finding disposition: Actual110 MigrationPrepare can refuse with generic exit3 without retained phase/private original cause; those historical causes remain Unknown, prior relevant refusals were definitely before send, and no native writer is blamed. Root owns intake/custody and fresh selected advice for the prospective exact-two-path diagnostic source proposal (proposal SHAd8085a5c06b4a55785bc1d5cb25467aa32fd66f239b4398cd98d554a7413298e). No source assignment/change is admitted; preserve query/preimage/guard/deadline and no-retry semantics. Any delivered successor needs separate version/publication/installed qualification: never expand4751 or mutate110 bytes. No extra issue/closure or reopening of accepted4731 is implied; its prior scope/ownership does not authorize the new paths.

Historical Next action

Programme/root continues the full4730 Outcome by selecting the remaining4753 contract/source action below and reconciling every other child at its actual scoped state. The completed first-slice source operation is retired; the SAME existing Creator owner is now actively investigating the next source-only contract slice under root dispatch, without a competing implementation assignment: separate the approved immutable candidate/archive/content/dependency closure from fresh mutable publisher authorization and genuinely conflicting package/version/tag/journal/promotion resources. Recover the existing WizardAdmission.authorize live-main check, candidate workflow retention guard and prepare_publication source equality together; define the exact determining control/source closure and existing native cancellation/protection/revocation joins before editing. Ancestry alone or deleting main equality is not approval. Required controls must permit an unrelated documentation merge while refusing changed/revoked authority or conflicting promotion, and preserve readback-only observation of an uncertain push without duplicate writes. Root must admit the coherent next touchset after reviewing that contract. Later exact-head CI/protected delivery, a separately admitted fresh ordinary publication/consumer journey and comparable economics remain; do not replay the consumed021 release or reset its original journal. Full4743 combined-demand/adoption/economics and every other undecomposed context/mechanical/usage obligation remain with their original owners; a source merge or brief operation overlap does not establish simultaneous CLR residency, global adoption or savings.

Historical Blocked on

The whole4730 Outcome remains open across its original undecomposed source/publication/physical installed/runtime/adoption/usage/economics clauses. The old Creator12480 hold and blanket no-active-child wording no longer describe current state. Child4753 has only its first source slice delivered; root has dispatched the same owner for the active bounded contract investigation and continues whole-Outcome coordination, not reviewing or closing the whole Outcome. No original supplier/effect/Unknown is silently released and no source-only test or green workflow substitutes for ordinary publication/adoption or economics.

User explicitly requested deterministic F# machinery plus designs for context reduction and cheap preflight/batching, then Coordination-board intake. Read-only analysis covered 2026-10-18T07:12:25Z..2026-10-20T07:12:25Z; local response ledger begins 2026-10-19T06:49:53Z, so no complete two-day cost claim. 5,995 unique response IDs, 973.53M input including 959.17M cached, 14.36M uncached, 3.32M output; 22 observed compactions. 1,092 of 5,727 tool calls contained wait/poll work (some also useful batched work); 301 serialized results exceeded20k characters. Counts are observations, not waste percentages, bills or accepted-item economics. Original receiver runs took about14.13s and31.51s before manifest-placement and unsupported-Python refusals; preserve originals, not a universal utilization estimate. Historical duplicate-state cause is already recorded in #2903. Closed #4641 accepts its bounded functional pilot and explicitly leaves savings inconclusive; #4639/#4640 retain authoritative coverage/dashboard promises. Bounded semantic searches included open deterministic/context/preflight/automation issues, active PR4726/4729 and those older records; no global absence is claimed. Scope is a follow-on implementation/adoption, not the first report of the cause.

Atlas platform/passive-local-telemetry-readiness-boundary supplies historical navigation only; live/source evidence defines current facts. Reusable accepted findings belong in the normal source-delivery Atlas capture; Programme/root retains that capture gap until then.

Root boundary readback preserves full Done when, existing owners and all original reservations. Child4731 actual SDK and3locked restores passed; first real Core build found a test type ambiguity. Sameowner repaired it at4f4f460a; complete remaining observation promise remains open.

Actual05 qualification passed all20facts with nonzero exactTRX counts, sourceidentitystable, direct-child-reaped-streams-eof. Failed01/02/03compiler reports remain original;04 never executed. Sameowner repaired concrete F# overload/signature annotations. Worker proactively reported duplicate-cursor test replacement could no-op depending on serialized root ordering; actual .NET ordering was unobserved. Root accepted same-scope fixture repair to insert a duplicate actual root schema unconditionally, preserving decoder/negativeexpectation; actualCLI5facts nowPASS. This is a sourcefixture repair, no nativeoperation/publication/savings claim. All originalownership/holds retained.

Root boundary2026-10-20 retains complete scoped Done when and all original ownership/holds. Child4731 source PR4736 is in final sourceCI after actual20focusedfacts and independent final source/Atlas integration review PASS. The whole observation Outcome retains every remaining publication/installed/real-use/recovery promise.

4743 source milestone: Programme/root received local candidate b571ebb and its independent exact-candidate review for two context mirrors. This is an authored/reviewed milestone only. The same owner/attempt/branch continues, with root sole shared integrator and a fresh six-path advice/dispatch boundary. Original completed-source handoffs affect only the named source paths; no Status, whole-row, runtime/effect or globalUnknown release follows. All full Outcome and child acceptance clauses remain.

The prior Current deliverable description is retained as history: Delivery4731 has full scoped acceptance and is closed completed/StatusDone: required reviewed source, coherent110 publication, physically verified installed caller/instructions and independently accepted necessary ordinary native failed-attention observation. Guarded Status readback preserved52memberships/17fields/eightviews; this Outcome remains In progress. Delivery4743 remains In progress: protected47/caller qualification is accepted, but source implementation is not dispatched. Fresh advisory preparation must join current protected source75dfe5a98ce49fc5db3dab6232e554c7862a32f3; the prior source06 join is stale despite unchanged owning-plan bytes. Five visible unenrolled items remain explicit, not automatically selected.

    Proposed design — deterministic coordination and token economy. This is implementation planning, not activated policy, execution authority or accepted delivery.

    Design A — deterministic F# operation machinery

    Extend existing FS.GG.Coord.Core/GitHub/Cli surfaces and canonical work-board; introduce no permanent orchestrator, second scheduler, new claim protocol or rival acceptance ledger. Separate a pure decision core from typed IO ports. Reuse current V2 native collectors/selection contracts, routine-delivery semantics and qualified Execution process contracts. Older DriverEvents and programme.fsx helpers contain reusable algorithms, but their legacy claim/packet schemas must not become current authority.

    Proposed private shapes (design, not existing API): Observation carries exact issue/body/plan/PR/head/native job identities, provenance, completeness, resource facts and original operation references; Step is ObserveOriginal | AwaitWithinDeadline | PrepareSelectedPlanningChange | ApplyAlreadyAdmittedEffect | ReturnAttention. Attention distinguishes material change, settled observation, changed head, due deadline, missing/conflicting fact, unsupported profile and Unknown effect. Pure decide(policy, now, observation, existingAttempt) returns effects; deterministic replay performs zero IO. No RetryUnknown or automatic new-attempt branch exists.

    The impure interpreter only executes an explicitly admitted, finite recipe. Reconcile native state when events are missed; coalesce unchanged revisions in code rather than entering another model turn. A cursor is observation progress in existing operation custody, never scheduling or acceptance authority. Use original monotonic work/cleanup deadlines, request/output bounds and qualified resource profiles; include the observer's own CLR/native cost. A watcher expiry does not renew itself, release a reservation or replay an effect. Head/owner/profile changes stop the affected operation with a compact exception.

    Construct slice/reservation/request identities from the same typed values; never ask the model to transcribe a second owner/head/argv representation. Display labels do not replace actual owner identity; no owner-name shortcut releases a hold. Preserve original writes and independently settle native readback after an ambiguous response; do not resend. Successful CI is observation, not merge permission, installed acceptance or Done.

    Integrate the accepted status lifecycle after observe/results reconciliation and after real dispatch, before selecting the next action or yielding. Reuse its guarded writer with fresh preimages and independent preservation/readback. It is compare-before-write within its qualified cooperative planning window, not a claim of native CAS. Keep the inspector read-only. Mechanical changes require the exact owner-selected policy and effect admission; unsupported acceptance remains a root decision. Parent Outcome status uses the whole promise and complete relevant hierarchy, never one child PR or child-count closure. Source PR #4729 owns the current lifecycle-guidance change; this Outcome adds implementation/adoption, not a competing policy PR.

    Prefer adapting/reusing the already bounded tools/routine-delivery.py watcher where its semantics suffice. Port the small missing core and caller integration to F#; language conversion alone is not acceptance or a reason to rewrite all deterministic Python helpers. Initial scope excludes provider/model invocation, arbitrary command recipes, production activation and new containment backends.

    Design B — scoped context and bounded evidence (change 2)

    Generate an optional read-only F# context view from the existing six-field owning issue, actual native PR/evidence, applicable instructions and current selected action. It replaces hand-assembled repeated summaries; it is not another authored packet, required worker return, status table or lifecycle ledger. Preserve ROUTINEV3 retirement of mandatory packets/typed returns and the accepted #4641 pilot.

    A worker view includes complete scoped Done when, owner/attempt, touch-set, action-relevant prerequisites, original uncertain effects and reservations, current source/PR/head, phase/next checkpoint, and verified source/Atlas-ID navigation. Keep strategic whole-board inventory with the integrator; do not copy it into every worker. Applicable governing instructions remain complete and higher-priority than artifacts. Missing instruction/context inputs produce an explicit gap, not a claim of universal completeness. Default new independent workers to fresh task contexts where the actual runtime supports that; retain the same owner for ordinary repairs and report runtimes that cannot suppress inherited history.

    Expose bounded semantic summaries/deltas and evidence handles before raw output. Proposed default summary cap is 12 KiB; any final cap is selected against real mandatory content. Overflow returns a typed incomplete view and retrieval pointers, never silent truncation of obligations or refusal evidence. Explicit targeted retrieval verifies immutable identity before a bounded excerpt; cached immutable Git/artifact data does not refresh live owner/authority/resource facts. Keep private bindings, nonces, credentials and raw runtime assets outside public views. Do not require a new packet or hash recitation where existing native facts already provide the identity.

    Tests: same full obligation set despite smaller views; changed acceptance/source/head invalidation; inaccessible references; applicable nested guidance; malicious artifact instructions; cap overflow; unknown reservations; missing base resynchronization; identical-uncertain-history preservation; no history-inheritance claim without an actual runtime check. Measure actual response usage separately from byte counts and include worker startup, reviewer and repair cost. A smaller parent alone is not whole-family savings.

    Design C — cheap supported-route preflight and batched intake (change 3)

    Compile an F# preflight over a closed selected recipe and the actual installed producer/source tuple. Return SupportedForNextStage, Unsupported(reason, supplier) or Unknown(gap), each with scoped evidence; none is receiver acceptance or operation authority. Check exact family/lifecycle/profile support, provider/template parameter keys/defaults, literal argv including @values and empty tokens, root tool-manifest destination and capable pins, original output-directory/collision ownership, and required real execution-profile availability before expensive journeys. Do not execute known-refusing routes to rediscover immutable help/source facts. Source metadata is not proof of successful installed execution.

    Validation order: immutable identities and pure semantic constraints; bounded actual parser/preflight; smallest disposable real producer setup exercising relevant manifest/argv behavior; full capture/recovery journey only after supported admission. Qualify the actual SDK manifest location rather than infer it from a version string. Preserve the SDD1115 literal-transport and Wizard4727 routing owners; reuse their accepted results, do not duplicate those fixes. Required full CI/semantic/native acceptance remains unchanged.

    Before the first mutation, record the minimal exact receiver preimage and durable stage result in the existing operation custody. Creation and tool-install results must survive an adapter assertion failure. Resume only independently verified remaining steps; an expired window remains expired. A later separately admitted recovery has a new honest runtime identity/budget while retaining source owner, original effect lineage, failures and cleanup Unknowns. This is a narrow domain recipe/recovery extension, not a generic new journal.

    For multiple already-known admitted new issues, build one typed append-only successor enrollment plan with the existing BoardV2Import constructor: deduplicate against current native issues/PRs/plans; collect exact IDs and classifications; derive one matched protected public/private pair; preserve every existing row and unrelated field/view; perform separate qualified membership/absent-value effects and independent readback. Never publish private payloads/nonces or clear populated values to initialize them. This batches known preparation, not guessed future work, fixed implementation waves or automatic enrollment of every open issue. A partial batch retains exact completed effects and leaves the rest pending; it cannot authorize dispatch or replay. Refresh live facts beside each later action and account capacity in explicit order.

    Test cold paths that would have caught the actual missing .config manifest, unsupported Python Wizard, wrong bindingTarget key and literal @/empty argument hazards before long qualification. Exercise batch duplicates, changed native facts, partial visibility, conflicting human values and lost mutation responses. Selected positive installed journeys still run in full.

    Intake observations: a duplicate caller-supplied slice ID was refused before native effects; a later batch stopped when memberships changed; independently observed remaining metadata was completed without resending memberships or earlier field writes. Preserve original partial/Unknown results. The typed constructor and bounded remaining-effect design above should eliminate manual identity copying while retaining these guards. These observations are not a savings result or proof of a new native defect.

    Process finding for the existing #4730 scope: installed110 board-v2 migration-prepare can refuse without retaining the private invocation evidence advertised by its stderr.

    At immutable source 42cd9e7c8505f7cd72d5a22ad424a27af6d51458, MigrationPrepare writes a prepared report only on success. Failure custody is emitted only for MigrationApply, while the shared refusal text directs callers to private invocation evidence. This leaves prepare failures without a retained determining reason.

    Observed impact: during #4759 acceptance, the initial complete55 snapshot passed, then the adjacent prepare returned exit3 with no prepared report or invocation evidence. The guarded operation stopped before any Status send. Its underlying refusal cause remains Unknown; no network cause is asserted. A separately selected fresh guarded operation later succeeded in23.005s, preserving all55 memberships,17 fields,8 views and parent4642 In progress. That later success does not explain or replace the original failure. Evidence of no Status send comes from the original guarded operation record, not from the missing diagnostics.

    Proposed next action, owned by Programme/root: admit a narrow maintained source correction that retains the original typed, bounded prepare-failure reason through the existing CLI diagnostic/custody route. Preserve private-data boundaries, original clocks, no automatic retry and the report qualification contract. This comment grants no execution authority, creates no new issue, does not reopen #4731 and does not expand the current coherent111 source scope.

    fdev 2026-10-23: source fix for the migration-prepare failure-custody finding is merged. It is source only; this Outcome stays open.

    PR. PR #4812 merged at 07:24:58Z as f2656d39d65131a5005fc1d609d8f14ad588105e, from exact head 7b4b74333f4f20810a5992c3ff5aaf11acfc8aa0 (--match-head-commit). Main had moved, so the merge commit's own delta was compared with the reviewed diff 78825cd5..7b4b7433: they are identical (4 files, +139/−6).

    What changed.

    • Once board-v2 migration-prepare owns its new report path, any refusal writes a private 0600 record REPORT.prepare-failure.json (fs.gg.board-v2.migration-prepare-failure/1). It holds:
      • the stage: scope-read, scope-parse, executing-identity, native-preparation or prepared-report-write;
      • the bounded failure code;
      • the typed error class and the existing allowlisted reason;
      • the exception type name only;
      • whether report bytes exist;
      • the time from the injected clock;
      • nativeMutationDispatched:false and automaticRetry:false.
    • No messages, paths or response bytes are copied.
    • An existing record refuses the new preparation unchanged, with zero native reads.
    • Apply, readback, exit codes and stderr are unchanged.

    Review and checks.

    • An independent review of 1860ef65 returned REQUEST CHANGES: a /// on a private binding failed signature-doc-siting. That was repaired.
    • The delta re-review returned ACCEPT at exact head 7b4b7433, covering the delta and the whole diff.
    • 3 new regression tests drive the actual CLI path. They fail on the base and pass here.
    • Local runs: coord-board-v2-cli-join 78/78 and signature-doc-siting 90/90.
    • CI on the exact head: 44 checks passed, 1 skipped (published), 0 failed.

    Remaining.

    fdev 2026-10-23: session-observed coordination defects, logged here (progress report #4827, priority 3). Each item gives the pattern, its effect and the change in place or proposed.

    1. The guarded Status writer assumed a fixed board size. It asserted 69 items; GitHub auto-added 7 sub-issues (and 3 more were enrolled), so it refused all writes. Fix in place: the expected item count is an explicit exact-match parameter. Proposed: enrol and classify children at filing time, rather than relying on auto-add. Atlas: github/board-cohort-membership-drift.
    2. Agents claimed things were "posted" when they weren't. A worker reported rehearsal evidence as posted on Qualify the first clean downloaded shared-game-reference journey #4710 when it wasn't; the critic caught it before merge. Change: critics verify every claimed post by comment id and readback, which is now standard in reviews.
    3. Shared temp-dir collisions. Two sessions wrote the same pr-body.md in the shared job temp directory, and an unrelated body sat on Governance PR chore(deps): update actions/checkout action to v7 #472 for about a minute before it was restored. Change: agents use unique filenames.
    4. tmpfs exhaustion (2026-10-22, twice). The 1 GiB shared /var/tmp tmpfs filled during agent test runs. Change: all agents use on-disk temp dirs.
    5. The shared GitHub REST quota was exhausted (2026-10-23 08:46Z, 5000/5000) by parallel agents polling CI every 20–30 s. Change: poll at ≥60 s, prefer one check after the expected duration over watch loops, and make no dispatches below 1500 remaining. Proposed: a shared polling helper with backoff and a quota guard.
    6. The publisher races concurrent ledger writers (Wizard 0.22.0): the Authority equality check and a single failed read stranded a never-sent intent. Filed on Remove repository-wide publication freezes and reduce release reconciliation overhead #4753 (comment); the bounded-retry fix is in review in .github#4831.

    User ruling — 2026-10-24 (recorded by fdev, Programme/root)

    Source/author: the repository owner (user EHotwagner), in the interactive Claude Code coordinator session at about 15:00 UTC, replied "1 agree, do that". That was a direct answer to the root's proposal. The exact proposal text is reproduced below.

    Scope: organization-wide FS-GG delivery process; this issue (COORD-EFF-02) is the owning Outcome.

    A. Proportionate verification operations. A local build/test/static check of unpublished source needs no Root runtime admission, original-operation clock, custody packet or pre-run peer "source-ready" review when all of these hold:

    • it runs in an isolated, freshly created output/cache root;
    • it uses no credentials and no shared or remote write destination;
    • it performs no publication, deployment, live-store, Home, VM or native-capability effect.

    Ordinary resource courtesy still applies (stay within the stated CPU/memory share). First failures are kept as ordinary logs. The strict operation-identity route stays mandatory for publication, credentials, live-store/shared-destination writes, Home/VM/native-capability effects, and destructive or uncertain effects.

    B. Inherited unrecoverable holds. The 439 inherited and 46 later original Unknown reservations have no recoverable history. They are declared unrecoverable and released for fresh operations whose generation, writable state, identity and outputs are demonstrably isolated from them. They remain citable history.

    B does not authorize:

    • replaying or retrying any original;
    • claiming any original's outcome;
    • reusing a consumed identity or clock;
    • releasing any named, live hold. For example, the SDD935 original08 FIFOs and the Template441 compiler05 logical hold keep their own scope.

    Delivery: an ADR plus canonical skill changes through a normal reviewed PR. Root reads this comment back before relying on it.

    Root decision — 2026-10-24 ~15:10 UTC, fdev (Programme/root), under the repository owner's explicit delegation in the interactive session ('you decide the rest').

    Parent update: #4753 is reopened by the publication-lock decision #4753 (latest root decision). ADR-0096 (PR #4855) carries the overhead ruling.

    ADR-0096 delivered (fdev, Programme/root). #4855 merged as a588a56e49a9a316fac361d0b3b290996f404127 at 15:04:42 UTC.

    • Candidate: exact reviewed head c77f27f6. Independent critic APPROVE; 56 required/other checks passed, 2 skipped, 0 failed.
    • Effect: the ruling 6385546431 is now canonical in the ADR and the work-board skill references (both roots). The PR also fixed the Atlas seed drift that had kept semantic-skill-quality red on main since Record trusted Home decisions and refresh Atlas qualification boundaries #4853.
    • Follow-up owed (reviewer condition): the check-board copy of organization-v2-inspection.md is coordination-kit source. It must take the matching ADR-0096 clause at the next coherent-set / Kit release. Owner: Programme/root. Reopening event: the next Kit version bump.
    • Adoption caveat: this is source delivery only. Installed skill-fleet adoption follows the normal kit/driver update route.
    • Atlas: the ADR is the canonical record. No separate Atlas record has been captured; the capture-gap owner is Programme/root, at the next Atlas delivery.

    Root owns a bounded process finding from the current execution return. A guarded Status preparation began10:12:21Z while Root's selected-issue body update completed10:12:22Z and the project updated10:12:23Z; preparation refused before mutation at10:12:26Z. The actual private failure records nativeMutationDispatched=false/native-preparation and generic malformed-or-refused. Current source migrationFailureReason in src/FS.GG.Coord.Cli/BoardV2Application.fs collapses most downstream Malformed reasons, so the exact original refusal cause is unproved even though the overlapping edits are known. Scope parsing and executing identity had passed.

    Disposition: Root corrected the orchestration by completing dependent issue mutations before a fresh observation. A separate current native identity read confirmed the selected issues/principal/private project. Explicit fresh serialized preparation and guarded writes then verified SDK928→In progress and4818→Blocked with unrelated reported fields preserved. The original no-write refusal remains retained; no uncertain field effect was replayed. Future dependent issue-body and Status operations stay sequential.

    A bounded diagnostic improvement is deferred to the next already-needed maintained CLI delivery: retain closed, actionable reasons for known native-stability/identity refusals instead of importing arbitrary payloads or logs. Root owns that reconsideration and Atlas capture gap. No extra worker, new CLI release, field/enrollment change or approval gate is selected for this finding. Shared-native implementation remains first priority; ordinary isolated source checks continue under ADR0096.

    Root — owned process finding and disposition from the current1051 path.

    The coordinator initially requested Checks:read on the existing fine-grained PAT before verifying whether that setting was available. That request was withdrawn after the user challenged it. The documented fine-grained support/UI mismatch is tracked upstream at github/rest-api-description#7299. No broader credential or new App was required for the observed read: the user-directed Home capability probe succeeded through Home's existing OAuth/keyring context (4516#6397284636).

    Home then executed the unchanged canonical no-apply path with that context. It correctly refused with attempts0 because the FourD eligibility producer is absent (4516#6397452411), separating credential capability from repository setup. Root independently reconciled the accepted private/manual policy and owns a narrow supported first-install prerequisite, now being prepared by the existing .github/FourD owners. It retains review, actual technical CI and genuine producer activation; no marker removal, fake Checks response, token export or manual readiness override.

    Disposition: use the existing capable executor for this concrete path; verify credential class/capability and canonical prerequisites before asking the user to alter permissions. Capture the reusable limitation and bootstrap contract with the same helper delivery. Home's native runner remains primary. The earlier incorrect permission prompt grants no new effect and is not a pending dependency. Coordination cost/savings are unmeasured.

    User research incorporation — deterministic reconciliation and crash recovery

    Root/Coordination owner selects one existing transition for an isolated causal design evaluation: authenticated event→durable inbox/dedup→fresh complete observation→existing typed policy/admission→durable intent→one bounded external action→readback/reconciliation. Event deliveryID and business operationID are different identities; duplicate/out-of-order/missing notifications must not create duplicate effects. Webhooks wake observation, not authority. Preserve partial/Unknown reads and changed/revoked intent. Recover missed events with bounded reconciliation; no model wakeup for unchanged state.

    Inject crashes before dispatch, after external effect before result persistence, and before acknowledgement; include duplicate deliveries, late events and restart. Each case must converge to independently verified original result or explicit unresolved state, with no permission replay. Reuse maintained Akka/PostgreSQL/journal path for current v2. The existing v3 appendix separately proposes plain PostgreSQL worker baseline and comparing Akka/Temporal against demonstrated gaps; do not misstate it as selecting Akka or install another workflow authority. Source controls do not fulfill4647 installed/causal adoption or4820 complete runtime acceptance.

    Evaluation output: one state transition/production adapter trace, fault-result table, remaining manual decisions and operational burden. Preserve accepted4900 helper/4743 results and4753 genuine publication prerequisites. No new webhook deployment or core journal redesign is selected by this note.

    References: https://kubernetes.io/docs/concepts/architecture/controller/ ; https://docs.github.com/en/webhooks/using-webhooks/best-practices-for-using-webhooks ; https://getakka.net/articles/actors/reliable-delivery.html

    This is a bounded evaluation disposition incorporating the user’s research, not runtime/publication authority or a new completion dependency. Existing owner, accepted source, full Done when and actual operational prerequisites remain. Home native managed-owner work stays primary. Use the existing v3 prior-art appendix as research: docs/roadmaps/fsgg-v3/02-prior-art-and-research.md explicitly does not amend operating policy. Root owns eventual concise cited decision capture at reviewed delivery; owning issue remains authoritative meanwhile. Benefits unmeasured. No additional scheduler, status ledger or framework is selected.

    Bounded prior-art disposition: source inspection at protected 8fa61af054679d0d8f5dc3e87e4d324f64e10cbb confirms existing mechanisms already cover part of the proposed controller/recovery evaluation. OperationObservation controls retain unchanged ticks as bounded waits and preserve original identities/budgets; the application controls cover interruption and crash before evidence custody without returning completed observation. These are read-only observation semantics, not exactly-once external business effects.

    The maintained V1 admission controls separately cover lost provider reply, unresolved-owner exclusion, destination reconciliation and retry only after strong absence with persisted original bytes. They are fixture/source evidence; this read did not establish deployed durability or crash behavior of a genuine current effect.

    Disposition: reuse these controls for the next needed real transition, with explicit crash boundaries and destination evidence, rather than build a second workflow engine or repeat already-covered fixtures. Root retains whole4730 and4753 operational/publication prerequisites. No test was rerun, no operation dispatched, and no new completion dependency or savings claim was introduced.

    Observed coordination cost this delivery: unrelated report4911 merged while Atlas4912's eligibility event still named the former base; a body edit retained that old base too. The existing gate required a normal main merge plus exact-head rebinding, despite unchanged Atlas/source blobs. Originals remain in CI. Root will serialize adjacent PR creation after the preceding merge/readback. Any broader candidate-vs-authorization simplification belongs to the existing design scope; the current gate was not weakened.

    Root/fdev programme decisions, 2026-11-01, under the owner's authorization: "you are authorized to make all decisions; human intervention or Home won't be available unless absolutely necessary".

    1. LEARN egress (Run LEARN on genuine usage with scoped provider egress #5068). The pod may reach only the model provider API, api.anthropic.com:443, through an egress allowlist. There is no other outbound access and no DNS wildcard.
    2. Telemetry is forward-only ([UTEL] Complete operational collection and selected receiver adoption #4638).
    3. FABLE-ADOPT-01 child: actual AT/accessibility/provider journeys #4817. The automated assistive-technology evidence is accepted as sufficient for this slice: Orca keyboard and speech steps, plus Chromium, Firefox and WebKit observation gates (Templates#833 Release C). FABLE-ADOPT-01 child: actual AT/accessibility/provider journeys #4817 closes, and [SDK-PATCH-01] Rendering release-toolchain re-qualification for SDK 10.0.403 #4943 moves to Ready.
    4. [SVG-COHERENCE-01.3–.8] Complete SVG coherence and instancing acceptance #4645 physical evidence. Home GPU measurements B1–B8, physical-input evidence and screen-reader-user evidence move to a separate deferred Outcome. [SVG-COHERENCE-01.3–.8] Complete SVG coherence and instancing acceptance #4645 finishes on what fdev can measure.
    5. SDD release including scaffold: make the no-arg wizard's coordination step an explicit org/repo/board/chore-lock sequence (#1142 follow-up) #1144: authorized. It unblocks State the Wizard SDK host requirement for 10.0.403 #5089.
    6. Coherent 0.114.1: authorized to release as soon as coord: accept a strict PR that Refs one open native sub-issue Delivery of its item (Refs #5100) #5138 merges, carrying everything merged by then.
    7. Without Home:
    8. Required checks now. board-linkage and no-silent-revert become required checks on main today, instead of about 2026-11-07.
    9. Delivery closure. A Delivery is closed automatically when all its linked PRs are merged and none are open, unless the last merge carries fsgg:delivery-continues/v1. Until board-v2 tend implements this rule, Root applies it by sweep. This deliberately amends "tend never closes issues", limited to Delivery issues.
    10. Plan documents. The standing maintenance Outcome gets a standing plan document, so its cards can enroll.

    1. Claude dispatch attribution gets an owner: Attribute Claude Code subagent dispatches to their Delivery in the telemetry store #5171 (under [V2-EFF-01.2–.6] Qualify efficiency telemetry, dashboard and selected receiver adoption #4640), in progress. Claude Code already records each subagent's toolUseId, agent type, resolved model and prompt. Passive capture will derive a deterministic dispatch and lineage per subagent and join its usage, as Qualify dispatch-id attribution on one real dispatch #5041 does for codex-exec. The item comes from a first-line brief marker, fsgg-dispatch: item=OWNER/REPO#N role=…, which Root's briefs carry from today. This unblocks Report COORD-EFF-02 usage and economics from existing telemetry #5062.
    2. Capture cap. The Claude capture's daily cap of 300 receipts was reached at 08:47Z under 7+ concurrent subagents, so capture paused for the rest of the UTC day. Data was deferred, not lost, because forward cursors are retained. Root decision: the cap is raised to 1500 in fdev's local capture script. The free-disk guard and the drain-timer guard are unchanged, and the previous script is kept beside its state.
    3. Process fixes (Process fixes from the 2026-11-01 progress report: load-ceiling lane admission, review-finding triage, push before stop #5172, in progress):
      • lane admission against a load ceiling, through a read-only fdev capacity probe;
      • every review finding classified fix-now or follow-up before merge;
      • work pushed to the PR branch before a stop, not saved off tmpfs.
        Applied already today: Game#744 and Add finalizer r5 for the pod profile #5029 findings were classified before merge, and lanes were held while load was 21–28.
    4. Ship PR 7 in one coherent release, with coord: ConstructorIdentity admits a later main by its unchanged constructor closure, not commit-id equality (Refs #5113) #5147, coord: enrollment rebind-reader, a designed stage that rebinds the reader identity after a coherent upgrade (Refs #5120) #5152, the tend writer and Attribute Claude Code subagent dispatches to their Delivery in the telemetry store #5171 if it is ready. Then accept ConstructorIdentity compares commit ids, not planner content; installed-release route fails whenever main moves #5113 and No designed stage rebinds reader identity after a coherent upgrade #5120 on installed readback.
    5. Board archiver (Board size budget: limit 500 items, archive Done beyond the newest 200, cut GraphQL cost #5119): it had been left disabled_manually and is now re-enabled. Its dry run planned 0 of 149 Done, and the real archive is First real Done-retention archive run with --execute (when Done exceeds 200) #5170.

    Restart-pointer addendum 2: Game#815 ebc6cfd7 is the draft for #812 (motion). It holds the proof module and 17 passing .NET tests. Its smoke section is not compiled or run, so CI may fail. Still to do: the design doc, the smoke run, coordination on #789, Atlas, and binding the routine marker.

    Restart-pointer addendum 4: RuneScape#4 attempt 2 PASSED (evidence on #4, issuecomment-6572404890). Claude, headless over MCP with only the AI token, reached 10 logs banked after resuming from a mid-chop human takeover. The hostile-chat resistance check rests on attempt 1 only, because attempt 2's chat wasn't in what Claude read. The RS stack is stopped. Next: Root decides whether attempt 1's hostile-chat evidence is enough, or whether one more hostile-chat run is needed, then accepts #4.

    Restart-pointer addendum 5: Game#816 5bc631c2 is the draft for #813 (effects). It holds a WIP design stub with the SVG=Pixi rule, the backend inventory and licence notes, plus a JS prototype of outline, glow, desaturate and dissolve. Unmeasured: capacity held. Still to do: the full design, the F# proof with bounded-region checks, bench costs, Atlas, and coordination on #789. Licence flags: glslang is mixed (has a GPL-3.0 part), and the twgsl licence is unknown, so don't port either.

    Restart-pointer addendum 6: Game#817 0033483f is the draft for #810, stacked on #799.

    • Decisions: ClientEffect is the game's 'Local, so GuestIntent is unchanged. Plans link via planOf. The plan pass sits in the glyph scene. Wire format v1 is Q24.8 with 23 golden vectors. Kit items K1–K9 include K9 SVG=Pixi.
    • Results: 192/192 tests plus 50 new ones; all 19 planted guard bugs are caught.
    • Still to do: the browser smoke, Atlas, and the owners' confirmations.
    • Note: its new tests stall when run in parallel. That is likely the Expecto/FsCheck console-lock inversion fixed in FS.GG.Algorithms#36 (ci: cross-repo auto-update fabric — dispatch-sender + Renovate preset (H4, #22) #34). Apply the same quiet FsCheck runner in FS.GG.Game's test support instead of sequencing.
