[V2-CTX] Deliver canonical work-board and outcome/delivery source #4677

Owner: Programme /root is accountable; existing implementation owner /root/deliver_4665 continues the current isolated canonical-coordinator branch. Preserve the existing executor, source work and original operations; this issue creates no second assignment or reservation.

Done when: Reviewed source is delivered through the normal protected route for canonical work-board organization/product coordination and the outcome/delivery successor. Both skill mirrors, callers, helpers, metadata, registries, generated manifests, executable packaging/materialization and source tests agree. Actual maintained runners exercise the changed assertions, including programme continuation, product binding selection, blocked-sibling independence, original-work continuation, unselected-child refusal, incomplete-hierarchy Unknown, scoped closure and old-handoff recovery. Required CI passes against the assembled final base. This delivery ends at accepted source and source/package qualification; coherent publication, live schema/enrollment/views, actual installed-instruction discovery/adoption and bounded operation/restart/rollback remain required under #4641.

Canonical coordinator, hierarchy successor, Creator 0.17 source packaging and accepted independent Host 0.7 publication metadata are delivered. Historical PR #4665 remains distinct.
