Stable enrollment and fresh observations feed actual action-specific PR/touch-set/capacity selection; the installed composition, complete membership/schema/UI migration and coordinated programme consumers are accepted. Demonstrate continuation of existing work, correct blocked handling and one necessary ordinary item delivered through the composition. Retire duplicate manual current-status maintenance only after cutover; preserve strategy, acceptance links, original work and unresolved operations. No V1 fallback.
