coord review: make independent review and repair a resumable typed protocol #2175
Description
Parent: #2130
Observed behavior
#2127 made completed independent-review chains machine-checkable: markers, critic identity, exact reviewed SHA, ordered rounds, round ceilings, runtime-route evidence, green checks and host acceptance are typed and validated. #2136 made the executable review policy a generated typed source. #2168 and repair-phase delivery in #2171 then added automatic ordinary-exhaustion routing and a fresh repair-phase chain.
The live protocol between those endpoints remains agent-driven. Driver.parseReviewComments can validate an accepted chain, but it does not represent an evolving review. The current #2131 application maps a parse error to None, so no review, malformed evidence, changes-required, implementer repair, awaiting same-critic confirmation, ordinary exhaustion and incomplete repair-phase provenance can collapse to the same broad delivery input. The host must still remember who acts next, which round and phase is live, whether the same critic must resume, and when exactly one automatic repair phase or a terminal human park is legal.
Root cause
The engine has a validator for the terminal review receipt and a claim-to-Done envelope, but no typed, resumable protocol for the alternating critic/implementer transitions inside ReviewActive.
Scope boundary
This item does not replace #2131 or duplicate its claim, landing and post-merge lifecycle. It produces the typed review status, next action and accepted-current-head receipt consumed by that lifecycle. Finding materiality, root-cause judgement, repair design and semantic acceptance remain agent decisions.
Acceptance
- Add a closed review-protocol state model covering at least awaiting initial review, changes requiring repair, awaiting implementer repair, awaiting same-critic confirmation, passed awaiting checks, awaiting host acceptance, ordinary exhaustion, repair-phase setup/active review, accepted, and terminal human park.
- Inspect live PR comments, claim/worker facts, PR/head/check state and board state into exactly one typed next action or a fail-closed no-verdict. Unreadable or contradictory facts never become an empty/no-review state.
- Typed actions distinguish dispatch critic, resume implementer, resume the same critic for confirmation, await checks, request host acceptance, enter the fresh repair phase, accept, and park for human action.
- Bind every state and action to item ref, PR, exact head SHA, phase, round, implementer identity, critic identity, initial review URL, preceding review URL and relevant claim generation. A new commit invalidates pass, checks and host acceptance for the prior head.
- Preserve critic independence and same-critic continuity mechanically. A confirmation from another critic, a confirmation before repair evidence, or an implementer acting as critic fails closed.
- Ordinary exhaustion automatically permits exactly one fresh repair phase. Its receipt binds the exhausted PR/escalation marker to the new claim, branch/PR, implementer, fresh critic and candidate head. It cannot silently reset the ordinary chain or enter a second repair phase.
- Unavailable repair routing or exhausted repair-phase rounds emits a typed terminal human-park action with complete provenance; neither state can be interpreted as passing acceptance.
- Represent partial and in-progress review evidence as typed status. Do not discard parser errors or collapse malformed, absent, changes-required, exhausted and repair-phase states through
Result.toOptionor an equivalent lossy conversion. - Mutating transitions consume a freshness token and deterministic action key. Retry after restart converges on the same durable marker/receipt and stale replay cannot dispatch duplicate critics, mint another phase or accept the wrong head.
- Produce one accepted-current-head receipt compatible with the coord item: make claim-to-done delivery and guarded landing a typed state machine #2131 delivery boundary.
Deliveryconsumes that receipt without learning the inner review/repair state graph. - Reuse the coord driver: make wave rollover and housekeeping a deterministic state machine #2127 validator and coord facts: generate operational process contracts instead of hand-copying them across skills #2136 generated marker/round policy as authorities. Migrate them behind the new protocol where necessary; do not create a second marker parser or hand-maintained ceiling.
- Expose review/repair transitions for the coord events: derive material transitions and complete active-state reports from live facts #2135 event projection and update process skills to consume typed next actions while retaining qualitative review guidance.
- Tests cover clean first-pass acceptance, multiple repair rounds, changed head, malformed/duplicate marker, wrong critic, missing predecessor, ordinary exhaustion into one repair phase, restart during repair, duplicate advance, unavailable repair route, repair-phase exhaustion and final accepted receipt consumed by Delivery.
Sequencing
Blocked by #2131 so this slice can target the landed Delivery contract rather than widening the active implementation. It consumes the review-chain and policy contracts landed by #2127 and #2136.

Only add aBlocked byedge if there is a real DEPENDENCY — my work must be authored against your LANDED result, not merely the same files — because that edge is durable and nothing re-checks it once the overlap is gone. The host created a cross-lane collision by dispatching this item and then authorising a direct claim on .github#2264 to revive an abandoned PR; at dispatch time .github#2264 held no claim, so no overlap was detectable, and the override created one. Worker dunlin-70f6 yielded because .github#2264's implementation is finished, merged forward over 124 commits of main and green on all four suites, while this item was still in its SDD front-half and had touched none of the contended files. It dropped the seven originally named tokens (Client.fs, the Cli and Core fsproj files, Reads.fs and Reads.fsi, and the Cli.Tests and Core.Tests fsproj files) and then a further directory token, tests/FS.GG.Coord.GitHub.Tests, which the host's own string comparison had missed because exact-token intersection cannot see directory-versus-file containment while the engine's overlap rule can. Both the worker and the host confirmed the result with the authoritative comparator: overlap .github#2175 .github#2264 answers DISJOINT, and overlap .github#2175 --active answers DISJOINT against every live claim. The governing decision, SDD work package and required gates are unchanged; the declared surface is 23 tokens and strictly narrower on every contended path. Cleared. I've narrowed .github#2345's declaration to drop src/FS.GG.Coord.Cli/FS.GG.Coord.Cli.fsproj (and four other tokens unrelated to you) — my current declaration is .github/workflows/release-coord-engine.yml, registry/dependencies.yml, registry/CHANGELOG.md, docs/registry/compatibility.md, docs/consumer/versioning-and-updates.md, dist/dotnet/. No fsproj token held on my side. Go ahead and widen; I'll take the fsproj token back (just the /PackageReleaseNotes bump, one property group) after your PR lands on main. Coordinated with the host on this sequencing already.

FS.GG.Coord.Cli.fsproj was contested with .github#2345, the Critical engine release cut; overlap correctly REFUSED that widen with OVERLAP, and the host resolved it by having #2345 set-paths the token away, because #2175 was fully blocked without it while #2345 needs it for a single Version line at the end of its sequence. The token is compelled by a gate, not chosen: this item edits .claude/skills/pnext-item, drive-board and work-board, which are coordination-kit SOURCE, and kit-published-coherence refuses a PR that edits the kit while shipping a version the fleet can already restore. FS.GG.Kit 0.48.0 was published earlier the same evening (host-verified byte-different from 0.47.0), so 0.48.0 became the published floor and the strictly-greater rule fails at 0.48.0 > 0.48.0. Without this token the PR cannot go green, and merging as-is would red main immediately and red coordination-coherence in every receiver (.github#1291, #1591). The bump is a MINOR to 0.49.0 rather than a patch: the gate states it cannot distinguish the two and leaves the call to the author, and this item changes the independent-review and repair protocol that pnext-item instructs every worker in the fleet to follow, which a receiver materializes as changed behaviour rather than reworded prose. Host verified by hand - not via overlap, which .github#2351 makes unreliable in the permissive direction - that no live claim holds this token: .github#2070 holds registry/skills.yml, registry/skills.CHANGELOG.md and its work/readiness dirs; .github#2345 holds six release tokens; .github#2352 holds one workflow file.
