Add Setting CAN IDs page with Driver Station restart step

Missing documentation for the CAN ID configuration process, and no mention of the required Driver Station robot code restart after changing IDs.

Dedicated page covering the full CAN ID setup workflow:

• Phoenix Tuner X steps for CTRE devices (TalonFX, CANcoder, CANdle)
• REV Hardware Client steps for REV devices (SPARK MAX, SPARK FLEX)
• After Changing CAN IDs section with a highlighted callout — restart robot code via Driver Station → Setup tab → Restart Robot Code

Updated: Electrical/Pre-Boot Checklist.md

"Set CAN IDs" step now links directly to the new page instead of being plain text.
