Why: This is an internal engineering refactor with no user-facing behavior change:

• Removes the Onyx.connect() subscription for ONYXKEYS.COLLECTION.REPORT_ACTIONS and the allReportActions/reportActionsExist state in Report/index.ts (part of the Onyx.connect deprecation from issue Remove Onyx.connect() for the key: ONYXKEYS.COLLECTION.REPORT_ACTIONS in src/libs/actions/Report.ts #73651).
• Converts navigateToAndOpenReport to a params object and threads hasReportActions through its callers (PromotedActionsBar, SearchRouter, NewChatPage, ProfilePage).

There are no new features, UI labels, buttons, settings, or copy strings added or changed — the "Message" button flow behaves exactly as before. Nothing in the current help site content documents this internal wiring, so there's nothing to update.
