Explanation of Change

The Search advanced-filters Category filter showed an empty list after the user selected a workspace and then deselected it.

Deselecting the last workspace stores policyID as an empty array [] (not undefined). getAllPolicyValues (in src/libs/SearchQueryUtils.ts) only takes its "return all policies" fallback when !policyID.value, but an empty array is truthy, so it fell through to policyID.value.map(...) — and [].map(...) returns [], producing an empty category list.

This mirrors the guard the sibling Tag filter already has. In CategorySelector.tsx we now pass policyID?.value?.length ? policyID : undefined into getAllPolicyValues, so an empty-array policyID is treated as "no workspace selected" and the helper falls back to returning categories from all workspaces.

Tests

  1. Use an account that belongs to multiple workspaces with categories (at least one category unique to a non-default workspace).
  2. Open Search → Filters.
  3. Open the Workspace filter, select a single workspace, and apply.
  4. Open the Category filter and verify it shows only that workspace's categories.
  5. Go back to the Workspace filter and deselect the workspace (so no workspace is selected).
  6. Open the Category filter again.
  7. Verify the Category filter shows all categories (from all workspaces), not an empty list.

### Explanation of Change

The Search advanced-filters **Category** filter showed an empty list after the user selected a workspace and then deselected it.

Deselecting the last workspace stores `policyID` as an empty array `[]` (not `undefined`). `getAllPolicyValues` (in `src/libs/SearchQueryUtils.ts`) only takes its "return all policies" fallback when `!policyID.value`, but an empty array is truthy, so it fell through to `policyID.value.map(...)` — and `[].map(...)` returns `[]`, producing an empty category list.

This mirrors the guard the sibling **Tag** filter already has. In `CategorySelector.tsx` we now pass `policyID?.value?.length ? policyID : undefined` into `getAllPolicyValues`, so an empty-array `policyID` is treated as "no workspace selected" and the helper falls back to returning categories from all workspaces.

### Fixed Issues
<!---
1. Please postfix `$` with a URL link to the GitHub issue this Pull Request is fixing. For example, `$ https://github.com/Expensify/App/issues/<issueID>`.
2. Please postfix `PROPOSAL:` with a URL link to your GitHub comment, which contains the approved proposal (i.e. the proposal that was approved by Expensify). For example, `PROPOSAL: https://github.com/Expensify/App/issues/<issueID>#issuecomment-1369752925`

Do NOT add the special GH keywords like `fixed` etc, we have our own process of managing the flow.
It MUST be an entire link to the github issue and your comment proposal ; otherwise, the linking and its automation will not work as expected.

Make sure this section looks similar to this (you can link multiple issues using the same formatting, just add a new line):

### Tests
<!---
Add a numbered list of manual tests you performed that validates your changes work on all platforms, and that there are no regressions present.
Add any additional test steps if test steps are unique to a particular platform.
Manual test steps should be written so that your reviewer can repeat and verify one or more expected outcomes in the development environment.

For example:
1. Click on the text input to bring it into focus
2. Upload an image via copy paste
3. Verify a modal appears displaying a preview of that image
--->

7. Verify the Category filter shows **all** categories (from all workspaces), not an empty list.

- [ ] Verify that no errors appear in the JS console

### Offline tests
<!---
Add any relevant steps that validate your changes work as expected in a variety of network states e.g. "offline", "spotty connection", "slow internet", etc. Manual test steps should be written so that your reviewer and QA testers can repeat and verify one or more expected outcomes. If you are unsure how the behavior should work ask for advice in the `#expensify-open-source` Slack channel.
--->

Same as Tests.

### QA Steps
<!---
Add a numbered list of manual tests that can be performed by our QA engineers on the staging environment to validate that your changes work on all platforms, and that there are no regressions present.
Add any additional QA steps if test steps are unique to a particular platform.
Manual test steps should be written so that the QA engineer can repeat and verify one or more expected outcomes in the staging environment.

For example:
1. Click on the text input to bring it into focus
2. Upload an image via copy paste
3. Verify a modal appears displaying a preview of that image

It's acceptable to write "Same as tests" if the QA team is able to run the tests in the above "Tests" section.

🤖 I reviewed this PR against the help site files under App/docs/articles and no help site changes are required.

Why: This is a one-line internal bug fix in src/components/Search/FilterComponents/CategorySelector.tsx. It restores the intended behavior of the Search Category filter — showing all workspaces' categories when no workspace is selected, instead of an empty list. It introduces no new feature, setting, label, tab, or workflow, and it changes no documented behavior. The help articles on Search filtering (e.g. Use-Search-Operators-to-Filter-and-Analyze.md) describe how to filter conceptually and already reflect the correct, post-fix behavior — nothing documents the buggy empty-list edge case that was fixed.

Since no changes are needed, I did not open a draft help site PR. @parasharrajat, if you believe a specific article should be updated, let me know which one and I'll draft the change.
