Explanation of Change

#96012 ports the Public receipt visibility toggle from Expensify Classic to New Expensify. It adds a toggle to the Expenses section of a Control workspace's Rules tab that controls whether receipt images are viewable by anyone with the URL or only by Expensify members with report access.

This PR documents that new setting in the NewDot Workspace Rules help article:

  • Added a Public receipt visibility bullet to the Expense Rule options list.
  • Added an FAQ entry explaining who can view receipts when the setting is enabled.
  • Added related keywords for retrieval.

All labels and subtitle copy were verified against the live NewDot UI (Control workspace → RulesExpenses section):

  • Label: Public receipt visibility
  • Off (default) subtitle: Receipts are only viewable by Expensify members with access to the report containing the receipt.
  • On subtitle: Receipts are viewable by anyone with the URL. Access to the report with the receipt is not required.
