This PR increases the compatibility for
EnergyModelsBasedue to the version increase to v0.10.0 andEnergyModelsGeographyto v0.12.0.Important
The changes related to early retirement do not change the behavior in
EnergyModelsCompliance. However, to keep backwards bug fix possibilities, it is better to still have a major version increase.
