Release candidate 0.3.0rc2

Prepares the bounded Phase 3 contract-only, fail-closed local slice for the existing 0.3.0rc2 prerelease.

  • documents the precise Phase 3 boundary and retained blocker register
  • adds locally closed Execution/Outcome/assurance, Storage, and Patch Promotion contracts
  • preserves fail-closed behavior wherever Chronicle, Storage, resolver, or Host authority is unavailable
  • aligns rc2 release notes, changelog, and English/Chinese project status

Verified locally

  • 343 passed, 3 skipped, 46 subtests
  • complete pytest coverage: 80%
  • Phase 3 contract gate: 214 schemas, 184 tests, Ruff and Mypy clean
  • migration, fault-injection, golden replay, POSIX installer checks
  • wheel/sdist Twine checks, wheel CLI smoke test, deterministic plugin archive

This PR does not accept or seal RFC-0011 through RFC-0015 and does not claim external runtime authority.

After required CI and review pass, merge this PR, create protected tag v0.3.0rc2, then publish the GitHub Release to trigger the release workflow.
