Add diffusion across gates

Current implementation off WQ transport across gates in #102 only handles advection because there is not enough information about the geometry of the gates to add the diffusion process.

Future work should include:

• Investigation of information that can be pulled from HEC RAS to enable diffusion
• Implementation of diffusion in Riverine across gates
