Splits CI into lint/tests jobs, adds a release workflow (PR-title lint, release-please, git-cliff changelog), and updates prek/ruff/rumdl config to match the template's current state.
CI's ruff format/check job was failing on this file (missing trailing newline, unsorted imports, spacing). Ran `ruff format` and `ruff check --fix` to bring it in line.

Update CI configuration to split linting and testing into separate jobs, add a release workflow, and align project dependencies and configurations with the latest template standards. This enhances the development workflow and ensures consistency with the template.
