Create Track Action Shortcut Enhancements

resolves #502

• added the cursor icons for creation/editing of different annotation types to make it easier for annotator to tell they are adding/editing an annotation.

TODO:

• Make it so when the editing options aren't visible a user can still create a track (mybe separate out the controls from the info/tooltip explaining what to do)
• We may need tracks created based on the user instead of globally.
• Make sure that after creation it will select the previous track properly.
• Maybe a plan for editing tracks that have been created (do we provide a track list inside of the customUI)
  • Provide a filter to show and a filter to exclude so it ignores full frame and provides the list of types we want a user to created
  • Setting for editable tracks?
  • Delete user created tracks?
