Optimized performance by caching compiled regexes in SVGKit parser classes.

- Moved repetitive `NSRegularExpression` initializations to `static let` properties in `SVGColor`, `SVGParser`, and `SVGTransform`.
- Used `try!` for these static initializations since patterns are hardcoded and verified.

- Compiling regular expressions is an expensive operation.
- In functions like `parseRGB`, `parseCSSRules`, and `SVGTransform.parse`, regexes were being re-compiled on every call.
- This creates unnecessary CPU overhead and memory allocation, especially when parsing large SVG files with many colors or transforms.

- Reduces CPU usage by eliminating redundant regex compilation.
- Improves parsing speed for SVGs with many colors, styles, or transforms.
