Adds CONTRIBUTING.md with the project's contribution policy, including what the project strives for, what a good PR looks like, and how AI-assisted contributions are handled. (Edited by @shymega to remove unnecessary changes that should not have been in a1e3762). Also minor changes: - WeMod -> Wand - `ruff` instead of `black`.
