Summary

Add foundational CI/CD infrastructure for SnowTower including:

  • CI Workflow (.github/workflows/ci.yml): Runs pytest and pre-commit on all PRs
  • PR Template (.github/PULL_REQUEST_TEMPLATE.md): Standardized PR descriptions
  • Auto-Labeler (.github/workflows/labeler.yml): Labels PRs based on changed files
