Moves the primary cron to 03:00 UTC (~05:00–05:40 Berlin in summer, 04:00–04:40 in winter, including GitHub's cron delay) and keeps 06:00 UTC as a catch-up in case pypistats hasn't published yesterday's numbers yet at 03:00. The deterministic event uuid + max()-per-day charting makes the double-send harmless.

Same change pushed directly to the other six PyPI-package repos.
