chore(high-command): postgres 18.6 and pgbouncer 1.26.0 - #19

Minor PostgreSQL update (18.1 -> 18.6, same system-trixie flavor). CNPG rolls replicas, then switches over to an updated replica (primaryUpdateMethod: switchover). Pin the Pooler's pgbouncer image instead of relying on the operator default. Co-authored-by: Cursor <cursoragent@cursor.com>
