[TON-743] Add managed Agent installation settings to the EKS add-on chart

What does this PR do?

Adds ManagedAgentInstallation settings and Kubernetes resources to the Datadog Operator EKS add-on chart.

Motivation

These settings let the EKS instrumenter send Agent install and uninstall intent to an Operator running from the managed add-on.

Additional Notes

This chart change is independent of the Operator runtime PR, but should be released after runtime support is available.

• Agent: N/A
• Cluster Agent: N/A
