Adds a function to retrieve a list of legal authorities for restricting file downloads on DataStore.
Also a bit of reorganization: created a new lookup_lists.R file and move all the functions that hit the lookup lists API endpoint to that file (they are all still have get_ names since they are GET operations that get / return information)
