Refreshes only the five remaining direct development dependency ranges:
The lockfile was regenerated from Summit's current main tree. Its 30 package resolution changes are upgrades or additions only; no transitive downgrades or unrelated dependency churn were found.
Validation passed: npm ci, typecheck, lint, 297 tests, build, npm audit --omit=dev --audit-level=high (0 vulnerabilities), MCPB pack/validate, and git diff --check. This PR is independent of the already-merged security and workflow waves and will receive a separate deployment only after merge and staged rollout.
