Adds an omind-style badge row under the title: GitHub Actions CI status, GPL-2.0-or-later license, GitHub repo, C99, VLC 3.0.x, and a static version badge (3.5.4). Static version (not a dynamic shields tag badge) because the repo is private; no Codeberg badge since this repo isn't Codeberg-mirrored.
