Bumps jupyter-repo2docker from 6b59faf to 2026.4.0.

Bumps earthaccess from 0.15.1 to 0.18.0.

Also updated main README.md to mention we're running on Ubuntu Noble Numbat (24.04) as the base image (since... a while back).

Downgrade of packaging here due to langchain-core pinning to <26.0
