Cave biome distribution was rebalanced and several upper cave biomes are now more prominent, while underground is less prominent but still the number 1 biome. This fix doesn't address certain biomes that are simply not generating at all due to density functions not creating conditions for them. I tried a few tweaks to get them to spawn, but it wasn't enough, so I reverted those tweaks.

There are thousands of changes in this commit because these were made manually with AI assistance to analyze the tables (as I don't have access to the snowcapped file that generated the original data), so I don't know if the author will consider this safe. However, I did some testing. I took 3 screen captures of the overworld using World Preview and did image diffs to be sure that the overworld was not impacted by my change. I also jumped into the world to test that the underground biomes are generating and look how (I assume) they should. I'm not crazy about how attenuated some of these biomes are; I would prefer them to be chonkier and fuller. But I think the best fix would require having access to the snowcapped data, or starting from scratch. This fix does greatly improve the situation though.
