Product gap

Data-management assessments are useful only when missing evidence and weak capabilities become owned, funded, time-bounded transformation work. The EA decision plane should consume assessment results without taking ownership of the underlying data facts.

Scope

  • consume versioned assessment results from semantic-data-portal through context-graph-contracts
  • model target_capability, improvement_initiative, initiative_milestone, evidence_acceptance, and assessment_recheck
  • preserve the source assessment, knowledge cutoff, truth status, authority, and provenance
  • prevent inferred or proposed evidence from becoming authoritative through projection
  • support current capability, target capability, accountable owner, funding reference, due date, dependencies, and acceptance evidence
  • emit CloudEvents/outbox records for initiative creation, milestone completion, evidence acceptance, and reassessment request
  • expose the next action in language that helps the accountable owner close the gap

Required RED → GREEN evidence

  1. assessment gap to initiative mapping is deterministic
  2. duplicate source findings are idempotent
  3. superseded assessments do not rewrite historical initiatives
  4. cross-tenant references fail closed
  5. accepted evidence must match the required authority and truth status
  6. target-state projection never mutates the source data-management assessment
  7. production statement/branch coverage and public docstring coverage at 100%
  8. exact-current-head PostgreSQL and event-contract integration tests

Exit condition

A buyer can move from a missing evidence code to an accountable initiative, milestone, acceptance evidence, and reassessment request while retaining complete provenance across the Data Context and Enterprise Architecture planes.
