Convert data-management assessment gaps into evidence-backed improvement initiatives

Product gap

Data-management assessments are useful only when missing evidence and weak capabilities become owned, funded, time-bounded transformation work. The EA decision plane should consume assessment results without taking ownership of the underlying data facts.

Scope

• consume versioned assessment results from semantic-data-portal through context-graph-contracts
• model target_capability, improvement_initiative, initiative_milestone, evidence_acceptance, and assessment_recheck
• preserve the source assessment, knowledge cutoff, truth status, authority, and provenance
• prevent inferred or proposed evidence from becoming authoritative through projection
• support current capability, target capability, accountable owner, funding reference, due date, dependencies, and acceptance evidence
• emit CloudEvents/outbox records for initiative creation, milestone completion, evidence acceptance, and reassessment request
• expose the next action in language that helps the accountable owner close the gap

Required RED → GREEN evidence

1. assessment gap to initiative mapping is deterministic
2. duplicate source findings are idempotent
3. superseded assessments do not rewrite historical initiatives
4. cross-tenant references fail closed
5. accepted evidence must match the required authority and truth status
6. target-state projection never mutates the source data-management assessment
7. production statement/branch coverage and public docstring coverage at 100%
8. exact-current-head PostgreSQL and event-contract integration tests

Exit condition

A buyer can move from a missing evidence code to an accountable initiative, milestone, acceptance evidence, and reassessment request while retaining complete provenance across the Data Context and Enterprise Architecture planes.

Dependency acceptance advanced on owning PR #27 at exact head 44edbb64f2b65e71fbe3c6d30caeae6afa3d6434.

Implemented source now adds an explicit bounded prerequisite/evidence input contract, normalized immutable dependency-set and prerequisite/evidence relations with tenant-composite FKs + RLS, active-prerequisite/evidence validation, same-source concurrency serialization, and exact-replay dependency-set drift rejection. ADR 0022 records the boundary. The executable PostgreSQL acceptance is database/tests/zzzzzzzzzzzzzzzzzzzzz_verify_data_management_dependencies.sql; schema-inventory and PostgreSQL table-count gates were updated for 45 tables / 376 columns / 18 indexes / 393 constraints.

This is not exit evidence yet. Exact-head ci 32323193453, runtime-readiness 32323193389, and supply-chain 32323193392 are currently queued/non-terminal, so #25 remains open. Child #29 still owns evidence acceptance/milestone completion and #30 owns reassessment request.

Live stack update: the data-management improvement/evidence/recheck/portfolio/hot-write chain is now exact and Ready without protected integration: #27 8815b28, #29 f83e469, #30 9a3316f, #31 74a5ff9, #32 6b16619, #33 03068b6, #35 f3c447a, #36 d742eeb. Parent propagation used no-force merge commits; local tests/coverage/validation are green, while hosted Checks and qualifying independent approvals remain pending. Keep issue #25 open.
