- Around line 307-310: Update the retry condition using RELEASE_VERSION and
go-get.log so it retries only when the checksum lookup and this release’s
unknown revision form the expected error, and immediately fails when the log
also contains any unrelated failure. Do not treat separate substring matches
anywhere in the log as sufficient to retry.

Release 0.7.0 initially failed because Go's checksum service returned
unknown revision gateway/v0.7.0immediately after Release Please created the tag. This blocked the consumer check and npm publication; the same release passed on rerun. After validating the release tags, preparation now waits for checksum records for both Go modules before starting CI. It checks the lookup responses once a minute within a 30-minute deadline, covering the Go module services' cache window. Only an exact missing-tag response for that module and version permits waiting. Unexpected responses and network failures stop preparation immediately, including when the other module is still propagating.
The readiness command requires the version explicitly supplied by release preparation, so it never reads the local manifest into an outbound lookup URL. The consumer check runs once with normal Go checksum verification. Release Please continues to own versions, changelogs, and tags. The preparation job has a 40-minute timeout, and the release guide describes the readiness step and recovery.
