This pull request was opened by the release workflow to bring development up to a tagged version. It could never merge: the org-level Development Branch Protection ruleset requires 1 approving review on development, and nothing reviews a bot PR — so auto-merge stayed armed with every check green and the PR sat open. Each release added another; the backlog reached 49 across 9 repos, and on some repos they began conflicting with each other because they all rewrite the same <version> line.

The version this PR carries is already published under its tag. development will catch up on the next release once the loop is fixed (adding the release bot as a ruleset bypass actor), so nothing is lost by closing this.
