chore(openspec): archive the 5 merged chain changes - #21

All five chain specs have shipped to development, so move their change dirs into openspec/changes/archive/ and fold their requirements into openspec/specs/: - bootstrap-openbuilt → openbuilt-application-register, openbuilt-runtime - openbuilt-schema-editor → openbuilt-schema-designer - openbuilt-versioning → openbuilt-version-snapshots - openbuilt-rbac → openbuilt-runtime, openbuilt-rbac - openbuilt-export-to-real-app → openbuilt-exporter `openspec validate --specs` → 6/6 pass; no active changes remain.
