Version bump for 0.3.1-unstable.20260828070207, opened by the release workflow.

The tag v0.3.1-unstable.20260828070207 already names this commit, so the released
package and its label agree. Merging this brings development up
to the released version.

Raised as a pull request rather than pushed directly because
development requires one; a direct push is rejected with GH013
and takes the release down with it.

Closing as superseded.

Cannot merge: the org-level Development Branch Protection ruleset requires 1 approving review on development, and nothing reviews a bot PR — so auto-merge stays armed with every check green, waiting on reviewDecision forever. The version here is already published under its tag.

Fix in flight: ConductionNL/.github#611 makes the release job close its own superseded PR instead of stacking a new one each run. The full cure is a ruleset bypass actor for the release app, which needs admin:org.
